The forum is co-organized by D4D Hub, the European Union (EU) Delegation to Vietnam, AVSE Global and EuroCham Vietnam, in collaboration with the National Data Association (NDA) and the Vietnam Software and IT Services Association (VINASA).
The event brought together leaders of ministries, sectors, experts and leading technology enterprises from Vietnam and Europe, to discuss in six thematic sessions revolving around the topics: data sovereignty in the AI era, semiconductor supply chain cooperation, digital public infrastructure (DPI) and sustainable innovation.

In his opening remarks, EU Ambassador to Vietnam Julien Guerrier stressed that the Vietnam-EU relationship is entering a new era of development, in which technology and the digital sector play a crucial role. He highly appreciated Vietnam's progress in data sovereignty and digital infrastructure development, especially the construction of the National Data Center, which is considered the foundation for an independent, secure and human-centered digital future.
“The EU stands ready to accompany Vietnam on its digital transformation journey. The €50 million funding we are announcing today will be earmarked for vocational education and training in digital and green skills, helping Vietnam prepare high-quality human resources for future industries such as semiconductors and artificial intelligence,” said Mr. Guerrier.

Speaking at the event, Deputy Minister of Science and Technology Bui The Duy affirmed that Vietnam is focusing on developing three main pillars: digital government, digital economy and digital society with data, technology and people as the core foundation. Vietnam has issued a list of 11 national strategic technologies, identifying priority areas for international cooperation such as AI, blockchain, quantum computing, big data, cyber safety and security... He affirmed that digital transformation is a historic opportunity for Vietnam to make a breakthrough, towards the goal of becoming a developed, powerful and prosperous country by the middle of the 21st century.
“In this process, the EU has always been an important and reliable partner of Vietnam. We appreciate Europe's approach to responsible technology development, promoting ethics, privacy and sustainable development," Mr. Bui The Duy emphasized.

Vice Chairman of the Ho Chi Minh City People's Committee Nguyen Loc Ha said that the city considers digital transformation an inevitable path to breakthrough development, and considers the EU as a strategic partner sharing the same vision of innovation and sustainable development. The city encourages cooperation in research and development (R&D), training high-quality human resources in the fields of AI, new materials, semiconductor technology, as well as learning from Europe's experience in building a sandbox model for digital finance, digital assets and open data governance.
He affirmed that Ho Chi Minh City not only invites investment, but also invites co-creation and development. The city is ready to become a trusted destination for European technology corporations to connect with Vietnam's digital future.
