EVN accepts the power line to operate unit 1 of the Hoa Binh Hydropower Expansion Project

(Chinhphu.vn) - According to Mr. Pham Hong Phuong, Deputy General Director of Vietnam Electricity Group (EVN), up to this point, the items related to the energy line serving the operation of unit 1 have been basically completed, meeting design requirements and qualified for use.

On the afternoon of August 6, Mr. Pham Hong Phuong, Deputy General Director of Vietnam Electricity Group (EVN), Chairman of the Investor-level Acceptance Council chaired a meeting to accept the completion of construction of project items serving the water supply of the energy line of the Hoa Binh Hydropower Plant Expansion Project.

Reporting at the meeting, Mr. Bui Phuong Nam, Director of Power Project Management Board 1 (EVNPMB1), Director of the Project Management Board, said that the items related to the power line serving the operation of Unit 1 have been basically completed, meeting the design requirements and are eligible for use. The items include: Water intake and inlet channel, vertical well, water inlet tunnel, drainage tunnel, expanded drainage tunnel, factory (construction and equipment of Unit 1) and discharge channel.

The inlet channel and water intake items were accepted in Minutes No. 251/2025/EVNPMB1-HDNTCS dated May 30, 2025 and started to be flooded from July 13, 2025. The remaining items were accepted in Minutes No. 381/2025/EVNPMB1-HDNTCS dated August 5, 2025, serving the water supply of the energy line from August 5, 2025.

According to Mr. Bui Phuong Nam, the construction process was carried out in accordance with the approved design, ensuring quality according to technical standards. Material testing, construction, equipment installation, and test operation all met requirements; monitoring parameters and control tests were within allowable limits, with no signs of abnormalities.

There are still some unfinished works such as: Speed control system, monitoring connection, hydraulic cylinder system power source, etc. which are continuing to be completed and will be completed before August 9, 2025. These contents do not affect the safety and stability of the project during water filling and operation.

Concluding the meeting, EVN Deputy General Director Pham Hong Phuong highly appreciated the efforts of the Power Project Management Board 1, contractors, consultants, Hoa Binh Hydropower Company and related parties in ensuring the quality and progress of the project. Up to this point, the items related to the energy line serving the operation of Unit 1 have been basically completed, meeting the design requirements and are eligible for use. Thereby, EVN unanimously agreed to accept the completion of the items: Inlet channel, water intake gate (except for the operation valve of Unit 2), vertical well, water tunnel, factory (the construction part of the factory and related equipment including: turbine of Unit 1, hydromechanical equipment downstream of the factory, system of pumps for leaking water, flood prevention, draining, compressed air system, self-consumption power supply), factory discharge channel, meeting the requirements for serving water filling of the energy line of Unit 1.

Mr. Pham Hong Phuong assigned EVNPMB1 to organize the implementation of water filling for the energy line of Unit 1 in accordance with the issued process, ensuring safety and meeting technical requirements. During the water filling process, the organization will monitor, inspect, evaluate and promptly handle any problems that arise, to ensure absolute safety for the construction items and related works. Urge the construction units to complete the existing problems according to the plan, organize acceptance to remove the existing problems, and report the implementation results to the Investor-level Acceptance Council. Organize acceptance of related factory equipment to fill water for the energy line of Unit 2 when qualified. Urge the design consultant, construction contractor, and supervision consultant to closely follow the construction progress to carry out the task of meeting the target of generating electricity for 2 units according to the plan.

EVN leaders also assigned Hoa Binh Hydropower Company to receive, manage and operate the accepted items (except for the plant items that are still being completed) to ensure safety and stability.
