
Accordingly, the Working Group met to review the high-rise apartment and commercial - service - office project at lot H2-01 (Block B) and H2-04 (Block D), Cat Lai residential area, Cat Lai ward, Ho Chi Minh City, invested by Vinh Phu Investment Company Limited. In which, lot B has a total of 375 residential apartments and 10 commercial service apartments; lot D has a total of 300 residential apartments and 6 commercial service apartments.
Initially, the project was assigned by the Ho Chi Minh City People's Committee to Ho Chi Minh City Investment and Services Joint Stock Company (Invesco). Later, Vinh Phu Company received the transfer of the above 2 land plots, and the change of ownership was updated. Up to now, the investor has fulfilled its financial obligations, the project has been accepted, and the fire prevention and fighting license has been granted.
However, regarding the problem of implementing 20% social housing, the Ministry of Construction replied that the above two plots of land are not required to reserve 20% of the land fund in the housing construction investment project to build social housing according to regulations.
Therefore, after listening to the opinions of the meeting participants, Director of the Department of Agriculture and Environment of Ho Chi Minh City Nguyen Toan Thang concluded that he agreed to issue pink books to home buyers at the above project.
At the meeting, the Working Group also considered the request for the first certificate of land plot No. 1009, lot Ac16, road 10A, road width 12m, Area A, area 79.2m 2 of An Phu - An Khanh project invested by Housing Development and Trading Joint Stock Company (HDTC).
HDTC Permanent Deputy General Director Nguyen Van Ut said that the 176 land plots mentioned above were transferred to customers before the equitization. When equitizing the enterprise, it was also excluded and not included in the enterprise value.
“Therefore, the issuance of certificates to home buyers will not affect anything. Currently, the company is coordinating with the authorities to remove obstacles to issue certificates to people,” Mr. Nguyen Van Ut explained.
At the meeting, a representative of the Ho Chi Minh City tax authority also said that HDTC Company currently owes 350 billion VND in taxes.
Therefore, the members of the Working Group suggested waiting for the official opinion from the Investigation Police Agency to consider granting the certificate. Regarding tax debts, the representative of the Land Registration Office said that there are also cases of tax debts but when the enterprise works with the tax agency when transferring the property, the tax agency will collect the related obligations. Therefore, the case of HDTC can also be applied.
Concluding the meeting, Director of the Department of Agriculture and Environment of Ho Chi Minh City Nguyen Toan Thang requested that after this meeting, the Tax Department and the Ho Chi Minh City Police Department would give their written opinions. In case the two agencies agree, the Ho Chi Minh City Land Registration Office will issue certificates for the above cases.
