On May 9, Vice Chairman of Gia Lai Provincial People's Committee Nguyen Tuan Anh signed and issued Official Dispatch No. 1245/UBND-KTTH on strengthening tax management for business households; promoting the implementation of electronic invoices generated from cash registers.

Accordingly, the Provincial People's Committee requested heads of departments, branches, sectors, organizations and Chairmen of People's Committees of districts, towns and cities to closely coordinate with tax authorities in tax management for business households and individuals, especially business households paying lump-sum tax in the fields of retail stores; restaurants and beverage shops; room rentals; tutoring organizations;... and deploy electronic invoices generated from cash registers to prevent tax losses.
In which, relevant agencies, units and localities coordinate with tax authorities to manage taxes for business households to ensure feasibility, suitability, compliance with policies and ensure that total revenue from business households is not lower than the estimate decided by the Provincial People's Council.
Relevant agencies and units should increase sharing and connecting information and databases related to household business management, synchronize and standardize databases between departments and branches according to population management data in Project 06 of the Government and help tax authorities manage taxes closely to the actual business situation in the area, contributing to creating an equal and healthy business environment. Strictly handle violations of tax laws, business conditions and related specialized laws.
Along with that, relevant agencies and units coordinate with tax authorities to promote the implementation of electronic invoice solutions generated from cash registers. Specifically, continue to organize dissemination, propaganda, direction, and close coordination with tax authorities to deploy the application of electronic invoices, electronic invoices generated from cash registers according to Official Dispatch No. 44/UBND-KTTH dated January 8, 2024 of the Provincial People's Committee on strengthening the management and use of electronic invoices in the province and Decision No. 298/QD-UBND dated July 3, 2024 of the Provincial People's Committee on the establishment of a Steering Committee for the implementation of electronic invoices generated from cash registers and urging the collection of tax arrears, land use fees and land rents in the province.
Organize, improve and enhance the effective operation of the Steering Committee for implementing electronic invoices generated from cash registers in the area.

At the same time, review and develop a plan to deploy electronic invoice solutions generated from cash registers for businesses operating in the fields and industries of direct retail to consumers, including: Food and beverage, restaurants, hotels; retail of goods (shopping malls, supermarkets, retail of consumer goods); retail of modern medicine; entertainment services, tourist ticket sales, road passenger transport, cosmetic services; gold trading; gasoline; Urge business establishments, including business households as prescribed in Clause 1, Article 51 of the Law on Tax Administration No. 38/2019/QH14 with annual revenue of VND 1 billion or more, to apply the electronic invoice solution generated from cash registers as prescribed in Decree No. 70/2025/ND-CP dated March 20, 2025 of the Government amending and supplementing a number of articles of Decree No. 123/2020/ND-CP dated October 19, 2020 of the Government regulating invoices and documents.
Relevant agencies and units coordinate to propagate to sellers and buyers the benefits of using electronic invoices generated from cash registers in meeting the requirement of issuing invoices regularly, continuously, 24/7, creating favorable conditions for buyers to conveniently obtain electronic invoices to participate in the "Lucky Invoice" Program of the Tax sector.
Research on financial support options for businesses that are still having difficulty applying the electronic invoice solution generated from cash registers due to not meeting the requirements on information technology infrastructure and electronic invoice issuance solutions from cash registers, so that taxpayers can ensure the conditions for implementation.
The Tax Department of Region XIV continues to preside over and coordinate with agencies, units, and localities to promptly and effectively implement tax management for business households, the management and use of electronic invoices, and electronic invoices generated from cash registers under the direction of the Prime Minister, the Ministry of Finance, the Tax Department, and the Provincial People's Committee.
The People's Committees of districts, towns and cities shall direct functional departments and People's Committees of communes, wards and towns (commune level) to coordinate with tax authorities in the management of business households. The Chairman and members of the Tax Advisory Council of communes, wards and towns shall be responsible for closely coordinating with tax authorities in the management of business households; determining revenue and tax rates of business households paying tax according to the lump-sum method in the area and urging business households to fully perform their obligations to the state budget according to regulations.
