The Prime Minister requested ministers, heads of ministerial-level agencies, government agencies, and chairmen of provinces and cities to proactively arrange and harmonize internal housing and land facilities. This must ensure working headquarters for agencies, organizations, and units under their management during the reorganization of administrative units at all levels; to be completed within 3 months from the date the project on reorganization of the apparatus and administrative units is approved.

Based on the actual staffing, actual number of cadres, civil servants, public employees, and workers after the organization's arrangement and streamlining, and standards and norms for the use of offices and public service facilities, the Prime Minister requested to review and evaluate existing office buildings under his management to rearrange, allocate, and use them for the right objects and purposes to ensure efficiency.
In particular, the Prime Minister noted to prioritize the arrangement and allocation for healthcare,education , and community culture; have plans and plans to manage and immediately handle unused, ineffectively used, and improperly used offices according to the law on state budget and public assets, to avoid loss and waste of state assets.
For the construction works and projects of headquarters under construction, the Prime Minister directed to review and evaluate to consider and take measures to handle each specific case according to authority and legal regulations. At the same time, consider and implement the procedure to stop the technical implementation of items that cannot continue to be implemented in order to organize acceptance, handover, put into use and final payment according to regulations. Absolutely do not waste the state budget, arise complaints.
Strengthen inspection and supervision of the management and use of public assets at agencies, organizations and units under authority; promptly report to the Prime Minister any issues arising beyond authority (if any).
Agencies, organizations and units shall review and strengthen the accounting, management and use of public assets, ensure a complete and accurate inventory of existing cars and assets as a basis for handing over, receiving and developing plans to handle surplus assets when implementing administrative unit reorganization, and avoid loss of state assets during the reorganization process.

Linking the inventory of public assets with the practice of thrift and anti-waste according to the Party's guidelines and policies, the State's policies and laws, and the direction of the Politburo , the Secretariat, General Secretary To Lam, the Government, and the Prime Minister.
Ministers, heads of ministerial-level agencies, government agencies, other central agencies, and provincial and municipal chairmen are responsible to the Government and the Prime Minister for the implementation of the above-mentioned tasks, ensuring progress, efficiency, and compliance with legal regulations, preventing loss, waste, and negativity; promptly reporting to competent authorities on issues arising beyond their authority.
The Ministry of Finance is responsible for urging and guiding, within its authority, any difficulties and problems that arise; and inspecting the implementation of ministries, agencies, and localities.
The Prime Minister assigned Deputy Prime Minister Ho Duc Phoc to directly direct the implementation, urge and handle difficulties during the implementation process.
