To increase investment attraction, Quang Ninh province has directed departments, branches, sectors and localities to proactively promote cooperation with Japanese agencies, organizations, localities and partners. In recent years, the province has continuously maintained and developed friendly cooperative relations with many Japanese localities such as Shizuoka, Tottori, Sakai (Osaka province), Hokkaido, Shiga... At the same time, Quang Ninh has also promoted the organization of cultural exchange activities combined with investment, trade and tourism promotion; regularly sending delegations to visit, work and attend investment promotion programs in Japan chaired by central agencies. Thanks to that, Quang Ninh has gradually affirmed its image as a safe, attractive and friendly investment destination for Japanese enterprises. Many large Japanese corporations and enterprises such as: Sumitomo, Aeon Mall, Yazaki, Castem, Tohoku Pioneer... have been effectively implementing production and business projects in the province.
A typical example is the Quang Ninh LNG Power Plant Project with a total capital of nearly 2 billion USD, a capacity of 1,500 MW, built in Cua Ong ward; the investor is a consortium of Vietnam Oil and Gas Power Corporation, Vietnam Mechanical and Installation Joint Stock Company and Tokyo Gas Co., Ltd, Marubeni Corporation (Japan). The project is expected to come into operation in 2028, supplying 9 billion kWh of electricity per year to the national grid and contributing about 67,111 billion VND to the budget in 25 years.
In addition, a number of other prominent Japanese projects have been and are being invested in Quang Ninh such as: AEON MALL Ha Long Commercial Center, with a total investment of about 5,200 billion VND, expected to be completed in the fourth quarter of 2025; Yazaki Factory in Dong Mai Industrial Park, specializing in manufacturing automotive wiring systems, with an investment capital of 35 million USD; Tenma Vietnam Company manufacturing plastic components, assembling and molding, with an investment capital of 56 million USD...

Branch in Quang Ninh, we chose Quang Ninh to develop the automotive electrical equipment system because this is a dynamic locality with open investment attraction policies and synchronous infrastructure. The provincial leaders are very interested, supporting quickly and flexibly in administrative procedures, helping us speed up the project progress. The working environment here is also safe, with abundant and skilled human resources. The company is also researching and planning to expand its production scale in Quang Ninh in the near future.
Currently, Quang Ninh province still has a lot of room to attract investment in Japanese FDI projects in areas that are strengths of Japanese enterprises such as: Tourism, services, manufacturing and processing industry, clean green energy, seaports, logistics, marine economy, innovation, artificial intelligence... These projects are oriented to invest in construction with modern technology production lines, do not cause environmental pollution, along with international management level. In particular, the province prioritizes attracting investment in key areas such as: Van Don Special Zone; Lien Hoa Ward; Quang Yen Ward, Mong Cai 1 Ward...
Up to now, the province has 223 FDI projects from 20 countries and territories with a total registered investment capital of over 16 billion USD. Japanese FDI projects ranked 2nd out of 20 countries and territories in terms of capital scale, with 15 projects of Japanese investors invested in Quang Ninh, accounting for 16.5%. Of which, in the industrial parks and economic zones of the province alone, there have been 11 investment projects implemented by Japanese investors with a total investment capital of over 290 million USD, including: 10 projects implemented in the province's industrial parks with a total investment capital of over 288 million USD and 1 project implemented in Van Don Special Economic Zone with a registered investment capital of 2 million USD.
Currently, Japan ranks 2nd out of 20 countries and territories with FDI capital in Quang Ninh. This number is still not really commensurate with the tradition of close, long-term cooperation as well as the potential strengths of both sides. In the coming time, Quang Ninh province will continue to promote and attract investment from Japan with many key and synchronous solutions. In particular, it will focus on organizing provincial-level delegations to attend major investment promotion events in Japan, notably the Vietnam Festival in Sapporo (Hokkaido) scheduled to take place in 2025. This will be an opportunity for the province to introduce its investment environment, development potential as well as outstanding preferential policies to the Japanese business community.
Along with that, the province will also continue to closely coordinate with diplomatic missions and Japanese investment promotion organizations in Vietnam such as JETRO, JICA, JBA... to organize seminars, talks, and specialized investment connections. Prioritize attracting investment in line with Japan's strengths such as: Processing and manufacturing industry; clean energy; seaports - logistics; digital technology; artificial intelligence; smart agriculture... Promote the improvement of the investment environment, administrative reform, improve the quality of human resources and synchronous investment in strategic infrastructure, to create a solid foundation for Japanese investors to feel secure in long-term production and business. With proactive and drastic promotion and open and transparent investment attraction policies, Quang Ninh hopes to continue to be an attractive destination for Japanese investors in the coming period.
