The Vietnam Pepper and Spice Association (VPSA) has just sent a petition to the Ministry of Agriculture and Environment about the challenges that businesses are facing in applying for Food Safety Certificates for exported plant products, especially spices.

From July 1, 2025, the issuance of Food Safety Certificates will be transferred to provincial management agencies according to the provisions of Circular No. 12/2025/TT-BNNMT issued on June 19, 2025. However, this regulation has not fully inherited the instructions from Circular 44/2018/TT-BNNPTNT dated December 28, 2018, leading to many difficulties and delays in issuing certificates to enterprises.

This situation seriously affects export businesses when goods are not cleared on time, disrupting contract progress and causing financial losses.

Enterprises in the spice production and export industry are facing many obstacles in meeting the requirements for certification according to the regulations of import markets, especially the EU market. The consequences are stagnant export activities, disrupted supply chains, affected reputation with international partners, and difficulties in purchasing raw materials and processing products.

Faced with this situation, VPSA requested the Ministry of Agriculture and Environment to promptly review and propose solutions to support businesses in removing obstacles and ensuring smooth customs clearance of goods. At the same time, it recommended amending and supplementing Circular 12/2025/TT-BNNMT so that the process of granting Certificates takes place promptly and in accordance with the requirements of export markets.

The Association also recommends organizing training courses and providing detailed instructions to provincial agencies and enterprises to improve efficiency, ensuring that the certification process is carried out quickly and accurately. This will help enterprises minimize contractual risks, protect their reputation and save costs and time in export activities.

Timely resolution of the above difficulties not only helps businesses maintain stable export activities but also contributes to enhancing the position and reputation of the Vietnamese spice industry in the international market.
