"Weaker-than-expected Chinese data is not helping the crude market, although I think the current correction is quite modest," said analyst Giovanni Staunovo of UBS bank.
Brent crude futures edged down 1 cent to $65.39 a barrel by 1438 GMT. U.S. West Texas Intermediate crude futures edged up 9 cents, or 0.1%, to $62.58 a barrel. The June WTI contract expires on Tuesday.
Both oil contracts rose more than 1% last week.
US Treasury Secretary Scott Bessent's statement that President Donald Trump would impose tariffs at the level he had threatened if partners did not negotiate in "good faith" added further pressure on the energy market.
"The current weakness is just a continuation of a series of volatile oil price movements with no clear direction, with the latest boost coming from Moody's downgrade and especially the warning from Mr. Bessent," said Mr. Ole Hansen of Saxo Bank.
Official data from China released on Monday showed industrial output growth slowed in April, although it was still higher than analysts had forecast.
Investors are also closely monitoring developments in nuclear negotiations between the US and Iran, a major oil producer, amid uncertainty over the outcome, which has helped limit the decline in oil prices.
"Nuclear negotiations between the US and Iran are not simple and could last for months," said John Evans, an oil broker at PVM.
