World oil prices fell more than 1% on November 13 as oversupply outweighed expectations of increased demand as the US government prepared to reopen.

Similarly, WTI oil price was at 60.18 USD/barrel, down 1.41% (equivalent to a decrease of 0.86 USD/barrel).

Oil prices fell more than 1% on Tuesday as oversupply pressures in the market outweighed hopes that the end of the longest-ever US government shutdown could boost demand, Reuters reported.

“Both WTI and Brent remain constrained, with much of the market activity coming from short-term speculative trading,” said Ole Hansen, head of commodity strategy at Saxo Bank.

Analysts had previously said oversupply was limiting the upside. Earlier this month, OPEC+ decided to pause production increases in the first quarter of next year, after lifting production cuts from August this year.

However, the reopening of the US government could boost consumer confidence and economic activity, thereby stimulating oil demand, according to Tony Sycamore, market analyst at IG.

The Republican-controlled US House of Representatives is expected to vote on a bill, already passed by the Senate, to restore funding to government agencies through January 30.

“The long-term outlook for demand remains strong, but ample supply in the short term continues to limit price upside potential,” Hansen said.

Meanwhile, the International Energy Agency (IEA) forecast in its World Energy Outlook that oil and gas demand could continue to rise through 2050. This is a change from its previous forecast that global demand would peak this decade, as the IEA switched from a climate pledge-based forecasting approach to one based on current policies.

OPEC and the US Energy Information Administration (EIA) will also release their outlooks on Wednesday.

Domestic gasoline prices this morning, November 13, were regulated by the Ministry of Industry and Trade - Ministry of Finance for retail gasoline prices during the adjustment period from 3:00 p.m. on November 6. E5RON92 gasoline price decreased by 78 VND/liter, selling price not higher than 19,682 VND/liter; RON95-III gasoline price decreased by 72 VND/liter, selling price not higher than 20,416 VND/liter.

Similarly, the price of 0.05S diesel oil increased by 120 VND/liter, the selling price is not higher than 19,323 VND/liter; the price of kerosene increased by 124 VND/liter, the selling price is not higher than 19,395 VND/liter; the price of 180CST 3.5S mazut oil decreased by 319 VND/kg, the selling price is not higher than 14,320 VND/kg.

During this operating period, the Ministry of Industry and Trade - Ministry of Finance did not make provisions and did not spend from the Petroleum Price Stabilization Fund for all products.

According to the Ministry of Industry and Trade, in the past week (from October 30, 2025 to November 5, 2025), the world oil market was affected by main factors such as: The US Federal Reserve (Fed) cut interest rates; the USD increased in price; US crude oil inventories increased, US gasoline and distillate inventories decreased; OPEC+ agreed to slightly increase oil production in December 2025 and temporarily suspend the increase in oil production in the first quarter of 2026; the military conflict between Russia and Ukraine continued... The above factors caused world oil prices in recent days to increase and decrease depending on each product.

The average price of finished petroleum products in the world between the price management period of October 30, 2025 and the management period of November 6, 2025 is: 79.012 USD/barrel of RON92 gasoline used to blend E5RON92 gasoline (down 0.314 USD/barrel, equivalent to a decrease of 0.40%); 81.792 USD/barrel of RON95 gasoline (down 0.366 USD/barrel, equivalent to a decrease of 0.45%); 91.634 USD/barrel of kerosene (up 0.706 USD/barrel, equivalent to an increase of 0.78%); 91.626 USD/barrel of 0.05S diesel oil (up 0.684 USD/barrel, equivalent to an increase of 0.75%); 376,482 USD/ton of 180CST 3.5S fuel oil (down 11,160 USD/ton, equivalent to a decrease of 2.88%).

The Ministry of Industry and Trade and the Ministry of Finance emphasized that the plan to manage gasoline prices aims to ensure that domestic gasoline price fluctuations are consistent with world gasoline price fluctuations.

At the same time, the petroleum management plan for this period also continues to maintain the price difference between E5RON92 bio-fuel and RON95 mineral gasoline at a reasonable level to encourage the use of bio-fuel according to the Government's policy; ensuring the harmony of interests among market participants.

Since the beginning of 2025, domestic gasoline prices have undergone 42 adjustment sessions, including 18 decrease sessions, 19 increase sessions and 5 opposite sessions.
