Land clearance for industrial parks in Bac Giang: Clearly define the roadmap and focus on implementation

Clear problem

To date, the province has 17 industrial parks that have been approved for investment with a total planning area of ​​over 3,773 hectares. Among these projects, 9 new industrial park projects were approved for investment in 2024 and are completing administrative procedures for site clearance at the beginning of this year. The remaining industrial parks: Hoa Phu and Hoa Phu phase 1 expansion (Hiep Hoa); Quang Chau and Quang Chau expansion, Van Trung; Viet Han and Viet Han expansion (Viet Yen town); Yen Lu (Bac Giang city); Phuc Son (Tan Yen) have been cleared for land but there are still more than 250 hectares in a state of "rice and beans"...

Currently, the old industrial parks in the province are basically filled. In order to soon have clean land to attract new investment projects, implementing the province's direction, localities have been coordinating with infrastructure investors to focus on clearing the land of industrial parks: Hoa Phu phase 1 expansion, Yen Lu and Yen Lu expansion, Phuc Son, Viet Han. At Phuc Son Industrial Park, the project is invested by Le Delta Joint Stock Company to build infrastructure, implemented in Lam Son commune, with a scale of nearly 124 hectares. Of which, phase 1 is 70 hectares, phase 2 is nearly 54 hectares. The total investment capital of the project is more than 1.83 trillion VND.

Tan Yen district leaders said that, to date, the project has completed site clearance of 66.4/70 hectares in phase 1. The remaining area is facing difficulties because some households who have consolidated their fields have not been granted land use right certificates, so they cannot complete legal documents to prepare compensation plans. In addition, many households have not agreed on the origin of land use and land area, making it difficult to establish compensation and support records; there are even cases of illegal construction on the land.

The Yen Lu Industrial Park project has a scale of 377 hectares. Up to now, the City People's Committee has cleared 359.3/377 hectares; changed the land use purpose of more than 343 hectares. The remaining area has not yet developed a compensation plan. The reason is that many plots of land do not have borders or boundaries, so it takes a lot of time to determine the origin and location in the field. The area contracted to aquaculture households with valuable assets on the land has now expired with the locality, so there is no basis for developing a compensation and support plan... At the expanded Viet Han Industrial Park, 143.6/147 hectares of land have been cleared, but there are still some cases where the land has not been handed over because resettlement land has not been arranged...

Ensure progress as committed

Identifying site clearance as a key task, creating a premise to promote investment attraction in the area, the province pays special attention to this work. In March this year, the Chairman of the Provincial People's Committee assigned the Provincial Industrial Park Management Board to work with the People's Committees of districts, towns, cities and project investors to review and establish specific implementation progress for each industrial park. Thereby, a plan to focus on site clearance from now until the end of June 2025 and a plan to complete site clearance of the entire area of ​​the industrial park will be developed.

Based on the signed commitment, the Provincial Industrial Parks Management Board periodically checks the progress and grasps the difficulties in each project to promptly urge and support to resolve them, striving to clear 200 hectares of land in the industrial park this year according to the plan assigned by the province.

Implementing the above direction, in March, the Head of the Provincial Industrial Parks Management Board signed a commitment with the Chairman of the District People's Committee and the investor of each industrial park on site clearance according to the roadmap. Priority was given to removing obstacles, completing documents, and establishing compensation plans. Districts, towns, and cities have developed detailed plans and are focusing on implementation. Specifically, Tan Yen district has assigned specialized units and Lam Son commune to actively verify the origin and area of ​​each land plot... to establish documents and compensation plans before May 31 this year. At the same time, complete documents for agricultural land plots with legal representatives, ensuring legal basis for compensation.

Mr. Nguyen Van Thuong, Vice Chairman of Bac Giang City People's Committee, informed that for the cases of Yen Lu Industrial Park project that have received money but have not yet handed over the site, the locality will organize enforcement and construction protection in May this year. The city will increase the number of experienced and specialized staff to closely monitor and guide the site clearance at the projects.

In Hiep Hoa, professional staff are working hard to collect documents to determine the origin of the land plots and guide households to carry out legal procedures when transferring. The district assigned relevant communes to step up propaganda and mobilize households to relocate graves and hand over the land to the investor before June 30. Viet Yen town is considering allocating land for a centralized cemetery for people in Hong Thai and Tang Tien wards to soon complete the clearance of the expanded Viet Han Industrial Park.

At the same time, the Department of Agriculture and Environment is currently coordinating with localities to guide and remove difficulties in the process of determining land plots, ensuring regulations; supporting investors in completing procedures for converting land use purposes, paying compensation, and supporting people.

Mr. Nguyen Nhu Long, Deputy Director of the Provincial Industrial Parks Management Board, said that on the basis of signed commitments, the Board periodically checks the progress and grasps difficulties in each project every week to promptly urge and support to remove them, striving to clear 200 hectares of industrial land in the industrial park this year according to the plan assigned by the province.
