Survey of the route of Lao Cai - Hanoi - Hai Phong Railway Project

Leaders of the Ministry of Construction listened to the consulting unit report on the plan to adjust the route direction and boundaries for site clearance at some sections of the Lao Cai - Hanoi - Hai Phong Railway Construction Investment Project, through Lao Cai province.

The station locations and route directions of the Lao Cai - Hanoi - Hai Phong Railway Project have been calculated and future demand and transport capacity forecasted.

On May 15, a working delegation of the Ministry of Construction led by Deputy Minister Nguyen Danh Huy inspected the scale and route of the Lao Cai - Hanoi - Hai Phong Railway Construction Investment Project, section passing through Lao Cai province.

At the survey, the leaders of the Ministry of Construction listened to the consulting unit report on the plan to adjust the route direction, the boundaries of site clearance at some sections of the route and stations, and the operational stations; listened to the leaders of Lao Cai province report on the implementation of site clearance, the locations of resettlement areas, and the areas for arranging production facilities to relocate enterprises in Dong Pho Moi Industrial Park, Dong Pho Moi Industrial Cluster, and Son Man - Van Hoa Industrial Cluster.

Reporting to the working delegation, Vice Chairman of Lao Cai Provincial People's Committee Nguyen Trong Hai said that recently, Lao Cai province has resolutely implemented synchronous solutions for site clearance along with developing resettlement plans.

Lao Cai province is determined to complete the handover of land on schedule to start the project as directed by the Prime Minister.

At the meeting, Lao Cai provincial leaders also proposed that the Ministry of Construction direct the consulting unit to study and adjust the scope and boundaries of land clearance at some locations to suit the orientation and economic development planning of the province, creating favorable conditions for the province to effectively exploit the advantages when the new railway line is formed.

At the meeting, Deputy Minister Nguyen Danh Huy highly appreciated the initiative and determination of Lao Cai province in implementing the project, and hoped that the province would continue to promote this spirit to soon complete the site clearance work.

Regarding the recommendations of Lao Cai province, Deputy Minister Nguyen Danh Huy requested the Railway Project Management Board and consulting units to review and carefully study the adjustment of land clearance boundaries at some locations; limit land clearance affecting socio-economic development but must strictly ensure technical factors.

In addition, Deputy Minister Nguyen Danh Huy also requested Lao Cai province to promptly report on capital needs to implement projects in the province as a basis for the Ministry of Construction to synthesize and report to the Prime Minister.

Previously, on May 13, the Government issued Resolution No. 127/NQ-CP to institutionalize and fully implement the viewpoints, objectives, tasks and solutions set out in Resolution No. 187/2025/QH15 of the National Assembly on the investment policy of the Lao Cai - Hanoi - Hai Phong Railway Construction Investment Project. At the same time, clearly define the tasks, responsibilities and implementation time for ministries, branches and localities to organize implementation; as a basis for the Government and the Prime Minister to direct, ministries, branches, localities and relevant units to organize implementation to ensure compliance with legal provisions, progress, quality, efficiency, publicity, transparency, anti-corruption, waste and negativity.

The Lao Cai - Hanoi - Hai Phong Railway Investment Project is proposed to be invested with a total length of more than 403 km, passing through 9 provinces and cities: Lao Cai, Yen Bai, Phu Tho, Vinh Phuc, Hanoi, Bac Ninh, Hung Yen, Hai Duong and Hai Phong. The starting point is at the rail connection point across the border between the new Lao Cai Station and Ha Khau Bac Station (China), in Lao Cai City. The end point is at Lach Huyen wharf area, in Hai Phong City. Preliminary calculations show that the project has a total investment of about 194,929 billion VND (equivalent to about more than 8 billion USD).
