Proposal to upgrade National Highway 18, Bac Ninh - Noi Bai section, to a 6-lane expressway

National Highway 18 is 324 km long, starting in Hanoi and then passing through Bac Ninh, Hai Duong and Quang Ninh provinces (end point). The route has two different forms of investment and was completed 20 years ago. The route is invested according to national highway standards, 4 lanes wide, maximum speed of 80 - 90 km/h.

The current Ha Long - Van Don expressway will connect with the Noi Bai - Bac Ninh - Ha Long expressway in the future.

The Hanoi - Bac Ninh section, about 30 km long, was invested with the budget, by Project Management Board 18, the former Ministry of Transport as the investor; the Bac Ninh - Quang Ninh section was invested in the form of BOT, by Dai Duong Joint Stock Company as the representative of the joint venture, completed and is collecting tolls to recover capital.

As a vital route, in addition to connecting the Northeastern provinces with Noi Bai airport, the route also connects with important highways such as Noi Bai - Lao Cai, Hanoi - Thai Nguyen, Hanoi - Bac Ninh - Bac Giang, National Highway 1, National Highway 2, National Highway 3, National Highway 5..., every day National Highway 18 has a lot of traffic, many times there are long traffic jams.

Traffic infrastructure, including roads and traffic safety systems, is failing to meet the traffic needs of vehicles. Specifically, many sections of the road are degraded and have potholes; houses and residential areas are located close to both sides of the road... This situation has turned many sections of the road into urban roads, where vehicles can only travel at a speed of 30 to 50 km/h while the maximum designed and organized speed is 80 - 90 km/h.

Based on the reality of increasing traffic and the specific planning of national expressways, including the Ha Long - Noi Bai Expressway (CT09), Deo Ca Group has just proposed to the Ministry of Construction to take steps to establish an investment project to upgrade and expand National Highway 18, Noi Bai - Bac Ninh section, into an expressway. The investor also proposed the form of project implementation and management to be under the public-private partnership (PPP) method, without using the state budget.

The investor commits to ensure funding for research and project development, submit to competent authorities for appraisal and approval; along with that, Deo Ca investor wishes to participate in bidding to become an investor to implement the project in accordance with the provisions of law.
