The Department of Agriculture and Environment officially came into operation on March 1, 2025 on the basis of merging the Department of Agriculture and Rural Development and the Department of Natural Resources and Environment. The Department quickly inherited and strongly promoted the spirit of solidarity, dynamism and creativity of the two predecessor units. The patriotic emulation movement in the period of 2020-2025 is considered the combined result of the tireless efforts, overcoming all difficulties and challenges of cadres and employees to achieve important achievements in all fields.
Specifically: The Department has led the completion and excellent completion of the goals and targets assigned by the Resolution of the Provincial Party Congress for the 2020-2025 term regarding professional work.
The average growth rate of agricultural, forestry and fishery production value reached 3%/year, far exceeding the target of over 1.7%/year. The production value per hectare of cultivated land by 2025 is estimated at 165 million VND, exceeding the target of 160 million VND/ha. Notably, Ninh Binh has completed the task of building new rural areas in 2024, reaching the target 1 year ahead of schedule. The application of information technology in land management, administrative boundaries and building land databases has been effectively implemented, serving well the management work and creating conditions for socio -economic development.
The Party Committee and the Department's leaders always pay special attention to the leadership and direction of patriotic emulation movements. The directives and notices of the Central and Provincial Party Committees on emulation and reward work are widely disseminated. Thanks to that, the awareness of cadres, civil servants, public employees and workers about the significance of emulation movements is enhanced, creating positive motivation to participate in emulation movements launched at all levels.
Typically, the emulation movement "On developing agricultural economy towards high-tech commodity production, advanced and sustainable production organization" has brought about positive changes in agricultural, forestry and fishery production. The production value per unit area has continuously increased, the structure of crops and livestock has shifted towards quality and efficiency. Synchronous mechanization in production has been promoted, many advanced production models have been successfully implemented.
The emulation movement “Successfully implementing the political goals of the Natural Resources and Environment sector” has made an important contribution to the management of land, water resources, minerals and environmental protection. Land use planning and plans have been effectively implemented, land allocation, land lease and land use right certification have been carried out quickly and in accordance with regulations. Environmental protection and climate change response have been strengthened, water resources and minerals have been strictly managed.
The work of consolidating and perfecting the organizational system of the Department of Agriculture and Environment has been vigorously implemented. The merger of the two Departments has reduced 3 specialized departments, 1 branch and equivalent, and 3 public service units.
In the period of 2025-2030, the Department of Agriculture and Environment of Ninh Binh province determined that the patriotic emulation movement will continue to play an important driving force, contributing to realizing the goal of making our country rich and prosperous, while concretizing the strategic goals of the province by 2030. The focus is on striving to excellently complete the goals set in the period of 2025-2030 in all areas of management.
Strongly innovate leadership, direction and operation methods, continue to arrange and streamline the apparatus towards professionalism, effectiveness and efficiency. Focus on removing bottlenecks, bottlenecks, clearing and liberating all resources on land, resources and environment. Promote administrative reform and digital transformation. Focus on developing ecological and multi-value agriculture and building new rural areas in a modern direction, rich in cultural identity. Strengthen propaganda work, replicate advanced models and improve staff capacity.
On this occasion, 5 collectives and 10 individuals with outstanding achievements in the patriotic emulation movement for the period 2020-2025 received Certificates of Merit from the Director of the Department of Agriculture and Environment.
