According to the report of the Department of Health, the Department is receiving dossiers for announcement on the level 4 online public service system on medical equipment management with 3 groups of administrative procedures including: announcement of eligibility to manufacture medical equipment; announcement of standards applicable to medical equipment of types A, B; announcement of eligibility to buy and sell medical equipment of types B, C, D.
Regarding the procurement and bidding of medical equipment, the Department of Health is implementing the resolutions of the Provincial People's Council and the decisions of the Provincial People's Committee on regulations on the authority to decide on the management and use of public assets; the authority to decide on the procurement of public assets and goods and services for agencies, organizations and units under the management of Dong Nai province.
However, during the implementation process, the Department encountered some difficulties such as the lack of clear regulations on medical equipment classification, principles for developing technical specifications and quality standards; regulations on regulating the quantity of centrally purchased goods during the implementation of the framework agreement only have regulations for drugs in Circular 07 of the Ministry of Health on drug bidding at public health facilities but have no regulations for chemicals, testing supplies, medical equipment, etc.
Concluding the working session, the working group said that it would take note of the recommendations of the Dong Nai Department of Health and medical equipment manufacturing and trading enterprises in the province. These opinions will be the basis for the Ministry of Health to develop the Law on Medical Equipment and adjust current regulations related to investment incentives, public asset management and medical equipment bidding.
