The conference was co-chaired by Party Central Committee members Nguyen Van Gau, Secretary of the Bac Giang Provincial Party Committee, Head of the Steering Committee for the Project on the arrangement of provincial administrative units, and Nguyen Anh Tuan, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Bac Ninh Province, Deputy Head of the Standing Committee of the Steering Committee. Also attending were Standing members of the Provincial Party Committee, People's Council, People's Committee, members of the Steering Committee, heads and deputy heads of 5 working groups of the Standing Committees of the Bac Giang and Bac Ninh Provincial Party Committees.

The conference listened to the report on the results of the activities of the Steering Committee on the project of arranging and merging provincial administrative units. The Steering Committee met and highly agreed with the draft Project of arranging provincial administrative units developed by the Party Committee of the People's Committee of Bac Giang province.

Accordingly, the administrative boundaries of Bac Giang and Bac Ninh provinces were merged to establish Bac Ninh province (new) directly under the Central Government; after the arrangement, Bac Ninh province (new) has a natural area of ​​more than 4,718 km2, reaching 94.3% of the standard; a population of more than 3.6 million people, reaching 258.5% of the standard; there are 99 commune-level administrative units including 33 wards and 66 communes; reducing 214 commune-level administrative units (68.37%).

Regarding the arrangement of provincial-level agencies, organizations and units, the establishment of the Bac Ninh Provincial Party Committee (new) directly under the Central Government, including 153,418 party members and 103 party committees directly under the Provincial Party Committee; merging specialized agencies, advisory agencies, public service units directly under the Provincial Party Committee, agencies of the Vietnam Fatherland Front Committee and member organizations, the National Assembly Delegation, People's Council delegates, and specialized agencies under the People's Committee with similar functions and tasks of the two provinces.

Based on the direction of the Provincial Steering Committee, agencies and units fully implement the steps and procedures to complete the 2 Projects on arranging and merging administrative boundaries of Bac Ninh province with Bac Giang province, report to the Ministry of Home Affairs for appraisal and submit to competent authorities for consideration according to regulations.

Directing the Working Groups and agencies and units to implement the tasks to ensure compliance with the set roadmap and plan. Party committees, authorities, the Fatherland Front, and socio-political organizations of the two provinces always focus on leadership, direction, propaganda, dissemination, and implementation of administrative unit arrangement. Therefore, the arrangement of administrative units at the provincial and communal levels ensures compliance with the prescribed procedures and processes, and is completed ahead of the Central Government's schedule.

Also at the conference, delegates listened to reports on implementation results and tasks in the past time; opinions, recommendations and proposals of 5 working groups including: Preparing documents; Reviewing finance and assets; Digitizing documents, connecting shared data; Directing the review of provincial planning and mechanisms and policies issued by the People's Council and People's Committee of Bac Giang and Bac Ninh provinces; Reviewing working regulations, building the work program of the Provincial Party Committee from the time of merger until the organization of the Provincial Party Congress for the term 2025-2030.

At the same time, discuss, propose solutions, and agree on contents related to tasks, work of arranging, streamlining the organization, and merging provincial administrative units. Especially the contents on difficulties and obstacles in building the Public Administration Center model, it is necessary to have a document requesting instructions from the Central Government. Propose to review and calculate support policies for Bac Ninh provincial officials to the Bac Ninh provincial administrative center (new) after the merger.

In addition, discuss issues of data connection and communication; building working regulations, decentralization, authorization; calculating and determining economic growth targets; collecting state budget, implementing social security work after the merger...

Speaking here, comrade Nguyen Anh Tuan said that after the conference, the two provinces will have orientations on personnel work. Highly appreciating the implementation results of the policy team, he proposed to pay attention to solving administrative problems for people and businesses, pay attention to implementing social security policies for people; and calculate the possibilities of balancing the budget.

He suggested that the two provinces focus on reviewing the legal documents that have been issued, and on that basis, abolish any documents that need to be abolished. At the same time, review and evaluate policies that can continue to be implemented based on the viewpoint that the new apparatus must be put into operation in the direction of improving the material and spiritual life of the people.

Regarding the arrangement of the headquarters, it is agreed to concentrate on the current Bac Giang city, and at the same time, it is possible to calculate the arrangement of some departments at the current headquarters of Viet Yen town. The comrade also discussed some other contents related to the organization of the apparatus of the Fatherland Front and socio-political organizations. Regarding the operating model of the Public Administration Center, it is necessary to propose that the Ministry of Home Affairs organize a conference to study the model to be suitable and unified to promote efficiency.

Concluding the conference, comrade Nguyen Van Gau acknowledged and commended the efforts of the members of the Steering Committee, members of the working groups, departments, branches and sectors of the two provinces in the past month for actively, proactively and urgently implementing the tasks with high quality.

Regarding the tasks in the coming time, the Secretary of the Bac Giang Provincial Party Committee requested the Steering Committee to proactively advise the Standing Committees of the Provincial Party Committees of the two leading provinces to develop 3 Plans: Implement the Resolution of the National Assembly on the arrangement of administrative units; implement the Resolution of the National Assembly Standing Committee on the arrangement of commune-level administrative units of Bac Ninh province (new); organize a ceremony to announce the Resolution of the National Assembly and the Resolution of the National Assembly Standing Committee.

The Document Preparation Team needs to continue focusing on drafting the Document. Note that the Document submitted to the Bac Ninh Provincial Party Congress for the 2025-2030 term must clearly demonstrate the spirit of solidarity, unity, aspiration, development vision, and new development space of the province; ensuring the requirements of brevity, conciseness, and high generalization.

At the same time, it is necessary to focus on advising the Standing Committees of the Provincial Party Committees of the two provinces to lead and direct the preparation and organization of Party Congresses at all levels for the 2025-2030 term. It is recommended that the Steering Committee for reviewing the provincial planning and the mechanisms and policies issued by the People's Councils and People's Committees of the two provinces continue to focus on research, field surveys, and propose major goals, policies, and orientations for socio-economic development of Bac Ninh province (new) to serve the drafting of the Document.

Assign the two Deputy Secretaries and Chairmen of the People's Committees of the two provinces to directly discuss, direct, calculate carefully, and agree on growth scenarios for the new Bac Ninh province to report to the Central Government.

Continue to focus on developing a master plan for arranging the headquarters of provincial agencies. Use resources effectively, avoid waste and ensure smooth operation of the political system during the transition period. Focus on developing draft Working Regulations and draft Work Program of the provincial Party Committee (after the merger) to ensure quality and closely follow the documents and regulations of the Central Government.

He suggested that the Steering Committee continue to advise the Party Committees of the two provinces to lead and direct the promotion of propaganda work, especially the examples of cadres and civil servants volunteering to take on difficult tasks, in difficult areas, and accepting disadvantages to facilitate the work of restructuring the apparatus.

Strengthen inspection of the implementation of public duties, do not allow interruption of tasks, leave areas and fields of work vacant; carry out handover work well, ensure security and order. Strictly manage land, resources and minerals, do not allow taking advantage of violations, legalize violations. Resolve complaints and denunciations well to ensure stability of the situation.
