The project “Research on improving the practical capacity of nursing staff in public health facilities in Bac Giang province” is an example. The project was implemented by the Department of Health from February 2023 to June 2024, and the acceptance results were excellent. It is known that the nursing staff in public health facilities in the province is still lacking in quantity and uneven in capacity and expertise. Meanwhile, nursing staff play an important role, performing many tasks from treatment, care to rehabilitation and health consultation.
To improve the capacity and qualifications of this team, the group of authors has developed a process for investigating and surveying the overall nursing capacity; developing training programs (on understanding the care needs of patients, families, and communities; safe use of drugs; effective communication with patients and their families). At the same time, designing videos to guide the practice of care and nursing; conducting scientific research topics; organizing training courses; advising the Provincial People's Committee to direct the improvement of the practice capacity of nursing staff in public health facilities in Bac Giang province... As a result, the project has been accepted and handed over to relevant units for application in the coming time.

The project "Application of science and technology to build a model for preserving and processing some products from edible mushrooms according to the value chain in the province" by a group of authors from Toan Cuong Construction and Trading Consulting Joint Stock Company (Viet Yen town), accepted in early 2024, was also highly appreciated. The main product of the project is to build a model for preserving fresh mushrooms; the technical process to create processed products from mushrooms (mushroom pate, mushroom rolls, mushroom sauce, etc.). The company's mushroom products have contributed to diversifying, increasing the value of agricultural products, and increasing profits for businesses. It is known that from the beginning of 2025 to now, the company has produced nearly 10 tons of fresh mushrooms of all kinds and 4 tons of processed products from mushrooms; products are consumed conveniently; creating stable jobs for nearly 20 local workers.
In addition, many other provincial and grassroots scientific research topics have also been highly appreciated and effectively applied in practice such as: Collecting, researching, compiling, editing, and digitizing the complete set of Bac Giang Provincial Party Committee Documents; researching the treatment of pesticide residues in fruit growing soil in Tan Yen district; researching epidemiological characteristics and measures to prevent and control lumpy skin disease in buffaloes and cows; building and developing the Lang Giang pineapple certification label...
Focus resources on development
In addition to the advantages, the implementation of scientific research topics also faces some difficulties. Regarding the agricultural sector, Associate Professor, Dr. Tran Duc Hoan, Bac Giang University of Agriculture and Forestry, said that during the implementation of projects on cultivation, animal husbandry, and forestry, if extreme weather conditions are encountered, diseases will increase, affecting productivity and product quality. On the other hand, the coordination between scientists, businesses, and farmers in applying technological achievements is not tight, slowing down the process of agricultural modernization; the science and technology management system in this field is still lacking in synchronization.
At the conference “Science and Technology of Bac Giang province accompanies organizations and individuals in research and application activities” organized by the Department of Science and Technology last April, delegates also frankly acknowledged other difficulties when participating in scientific research activities. Specifically, administrative procedures related to the approval of contractor selection plans are sometimes prolonged, affecting the implementation progress; some local authorities, enterprises, and cooperatives have not had close coordination in maintaining and replicating research results; human resources, facilities, and equipment for research are still limited...
On that basis, the Department of Science and Technology has advised the Provincial People's Committee to continue to pay attention to increasing funding sources, recommending regulations on spending levels for scientific and technological research activities in accordance with reality. It is requested that the Department of Finance preside over and guide bidding units to implement the project in accordance with regulations and promptly; districts, towns and cities pay attention to coordinating and supporting the project presiding unit to survey, select participating organizations and individuals, select locations to implement the model, and appropriate concentrated production areas.
Mr. Nguyen Thanh Binh, Director of the Department of Science and Technology, emphasized that scientific research activities in the province are increasingly substantive, closely linked to the task of socio-economic development in the locality. Thereby contributing to the effective implementation of Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation.
In the coming time, the Department of Science and Technology will continue to advise the province to synchronously implement solutions, focusing all resources on research and development of science and technology. In particular, priority will be given to developing and employing high-quality human resources to meet the requirements of science and technology development, innovation and digital transformation. Each organization and individual performing scientific tasks needs to promote the spirit of learning, receptiveness, and maximize the help and advice of experts and members of the science and technology council. At the same time, the Department will continue to review and improve institutions to promote and remove barriers in scientific research; propose that the province allocate at least 15% of the state budget for research activities to serve important strategies, fields and goals.
