Speaking at the training session, Deputy Minister of Culture, Sports and Tourism Ta Quang Dong said: "Recently, the Government and the Prime Minister have issued many Resolutions, Decisions and Directives related to administrative procedure reform to promote the reduction and simplification of administrative procedures, investment and business conditions, creating a favorable, healthy and fair business environment in the direction of taking people and businesses as the center, the driving force and goal for development, focusing on Resolution No. 66/NQ-CP dated March 26, 2025 of the Government on the Program for reduction and simplification of administrative procedures related to production and business activities in 2025 and 2026.
In the directive and management documents of the Government and the Prime Minister on administrative procedure reform, many groups of targets and tasks with specific timelines need to be completed in 2025 and 2026 have been identified. From the above documents, the Ministry of Culture, Sports and Tourism has concretized them into Decisions and Plans, in which 5 clear criteria are identified: "clear people, clear work, clear time, clear results, clear responsibilities" to evaluate, measure, inspect, and monitor; strengthen the role and responsibility of heads of agencies and units in implementing the task of cutting and simplifying administrative procedures".
Mr. Pham Cao Thai - Director of Legal Department presented topics at the training session.
Here, delegates listened to the reporters present the following topics: Assessing the impact of administrative procedures in making proposals and drafting legal documents; Reviewing legal documents to synthesize and fully count administrative procedures, investment and business conditions; specialized inspection products and goods; technical standards and regulations, reporting regime; Overview of Resolution No. 66/NQ-CP dated March 26, 2025 of the Government on the Program to reduce and simplify administrative procedures related to production and business activities in 2025 and 2026; Tasks of agencies and units under the Ministry in implementing Resolution No. 66/NQ-CP; Decentralization and delegation of authority in implementing administrative procedures; Implementation status of Resolution No. 66/NQ-CP at the Department of Culture, Sports and Tourism of Thanh Hoa province; Guidance on reviewing, reducing, simplifying, and calculating costs of administrative procedures related to production and business activities; Guidance on reviewing, compiling, announcing, reducing, simplifying, and calculating costs of internal administrative procedures; Implementing administrative procedures regardless of administrative boundaries.
Mr. Nguyen Thanh Son - Deputy Chief of Office of the Ministry of Culture, Sports and Tourism presented the topic at the training session.

The training session will help guide agencies and units to synchronously and effectively implement administrative procedure reform tasks assigned by the Government, the Prime Minister and the Ministry of Culture, Sports and Tourism, ensuring 100% completion of tasks according to the approved schedule. At the same time, improve the management capacity, advise and implement administrative procedure control work of the staff and civil servants at agencies and units under the Ministry; Raise the responsibility of the head of the unit and the responsibility of the staff and civil servants in implementing the tasks./.
