Resolutely resolve the problem of inactive cooperatives

The story of dissolving cooperatives that have stopped operating for many years is not a new issue for the collective economic sector. But this is not an easy problem to solve overnight. More than ten years ago, this issue was raised, even when the state management agency was changed from the Provincial Cooperative Union to the Department of Planning and Investment (now the Department of Finance) and there were guiding documents from the Ministry of Planning and Investment, the dissolution of cooperatives that have stopped operating for many years was still difficult.

The Law on Cooperatives and many other legal documents have provisions on the dissolution of cooperatives. However, in reality, there are some cooperatives that have stopped operating for many years but are still in a "suspended" state and have not been able to be removed from the business registration. Among them, the most difficult are cooperatives that have unpaid debts and are still unable to pay. The only solution for these cooperatives is to have their debts forgiven by the lender, because only when the debt is forgiven can the procedure for removing their business registration be completed.

Meanwhile, for lending units, the problem is no longer the amount but the principle. The principle here is that if you borrow, you must pay back. No matter what the reason, if this unit's debt is forgiven, it will become a precedent for other units that also want their debt to be forgiven. Therefore, even if they cannot collect the money, lending units still keep the records in the system.

At the end of 2024, the Provincial People's Committee continued to issue Official Dispatch 7132/UBND-KT on handling weakly operating and inactive cooperatives and cooperative unions in the province to responsible agencies and units.

Along with the process of arranging administrative units and organizing 2-level government, the official dispatch of the Provincial People's Committee once again helps the collective economic sector to compile statistics on the activities of cooperatives, cooperative unions, cooperative groups and classify the activities of each unit. Thereby, there is an objective assessment of the quality and role of this economic sector to have specific orientations through policies in the coming time. In order for cooperatives to integrate into the new development environment after the province's merger, there needs to be solutions to support the operations of weak cooperatives and to completely resolve cooperatives that have stopped operating for many years.
