According to the guidance of the Vietnam General Confederation of Labor , the union fee payment level will be specifically regulated for each group of subjects, ensuring fairness and flexibility.
For union members at grassroots trade unions of public service units whose salaries are not 100% funded by the state budget, the monthly union fee will be 0.5% of the salary used as the basis for compulsory social insurance. This regulation applies to public service units with partially autonomous revenue sources, not completely dependent on the state budget, ensuring that it is consistent with the income structure of employees.

For union members at state-owned enterprise trade unions, including state-owned joint stock companies with controlling shares, the monthly union fee for these union members will be 0.5% of their actual salary. In particular, the Vietnam General Confederation of Labor also stipulates that the maximum monthly union fee for this group does not exceed 10% of the basic salary as prescribed by the State. This is to limit the payment for union members with high incomes, ensuring that union fees do not become too heavy a burden.
For union members at trade unions and enterprise-based trade unions, it is difficult to determine the salary as the basis for paying union dues, and union members are not subject to compulsory social insurance, the fixed contribution level ensures a minimum of 0.5% of the basic salary.
Cases exempted from paying union fees include: Union members receiving social insurance benefits for 1 month or more; union members without a job, no income, or on personal leave for 1 month or more without salary.
