H MAXIMUM INCREASED INCOME EXPENDITURE RATIO IS 1.5
Since 2018, along with the National Assembly 's resolution on piloting a number of specific development mechanisms and policies, Ho Chi Minh City has implemented a policy of paying additional income to officials, civil servants, public employees, and workers. Accordingly, in 2018 it increased by 0.6 times, in 2019 it was 1.2 times, and from 2020, the adjustment coefficient increased to 1.8 times compared to salaries according to ranks and positions. However, due to the impact of the Covid-19 epidemic, the City decided to keep the coefficient at 0.6 - 1.2 times.
Recently, implementing Resolution 08/2023/NQ-HDND dated September 19, 2023 regulating additional income expenditure according to Resolution No. 98/2023/QH15 dated June 24, 2023 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City, the City has stipulated an adjustment coefficient for increasing income in 2023 until the end of the pilot implementation period according to Resolution No. 54/2017/QH14 of the National Assembly to implement the specific mechanism. Accordingly, the maximum additional income expenditure is 1.8 times the salary scale, rank, position and additional income expenditure does not exceed 0.8 times the basic salary fund of cadres, civil servants, public employees and workers under the management of the City. The City will balance the salary reform source to ensure salary increase expenditure according to the Government 's roadmap and additional income expenditure. In case of insufficient funding at 1.8 times, the City People's Committee will report to the City People's Council to prescribe a coefficient suitable to the budget balance capacity.
Teachers in Ho Chi Minh City will continue to receive additional quarterly income in the coming time.
According to Resolution 185 of the Ho Chi Minh City People's Council issued in December 2023 on the state budget revenue and budget revenue and expenditure estimates for 2024, the maximum additional income expenditure coefficient is 1.5 times the salary scale and position. For subjects receiving additional income at a specific amount, the maximum expenditure is 3 million VND/month.
WILL RECEIVE EXTRA INCOME IN QUARTER 1 SOON
According to actual research at public schools, by the end of April, employees ineducational institutions had not received the additional income of the first quarter. According to teachers, usually additional income is paid quarterly, meaning that in the first half of the following quarter, teachers will receive the additional income of the previous quarter. Teachers should have received this amount at the beginning of April.
At the end of April, when answering questions from teachers, the staff of the Finance Department of the Department of Education and Training explained that on March 21, the Department of Home Affairs of Ho Chi Minh City issued Official Dispatch No. 1849 on assessing and classifying the quality of the first quarter of 2024 to spend additional income according to Resolution No. 08/2023 of the People's Council of Ho Chi Minh City to the departments and branches of the city. In this dispatch, the Department of Home Affairs requested that agencies and units temporarily not assess and classify the quality of cadres, civil servants, public employees, and workers in the first quarter while waiting for the direction of the People's Committee of Ho Chi Minh City on the submission of the Department of Home Affairs (related to assessing and classifying the first quarter of 2024 according to Resolution 08).
As of May 2, the Ho Chi Minh City People's Committee has issued regulations on evaluating and classifying the quality based on work efficiency for cadres, civil servants, public employees, and workers at agencies and units in the area. This regulation applies from May 12. This is the basis for evaluating cadres and civil servants as well as paying additional income every quarter. Therefore, the Department of Education and Training and districts have implemented the evaluation and classification of quality based on work efficiency and paying additional income for teachers and employees in schools.
Ms. Nguyen Doan Trang, Principal of Nguyen Du Secondary School (District 1), said that based on the instructions of the District 1 People's Committee, schools will complete the evaluation documents to send to the District Internal Affairs Department before May 20.
The principal of Nguyen Du Secondary School said that according to the procedure, after the application is sent to the Department of Internal Affairs, it will take 1-2 weeks to receive a response. If the evaluation results are approved, the school will pay the additional income according to regulations to the school's staff. The source of this payment is already included in the budget estimate at the beginning of the year and the school has a source of salary reform ready to implement.
Regarding the block of high schools under the Department of Education and Training, according to Ms. Hoang Thi Hao, Principal of Dao Son Tay High School (Thu Duc City), the school has completed the evaluation documents and sent them to the Department. Normally, within 3-5 days, the Department of Education and Training will announce the classification of the head and recognize the number of classifications of the team of units. According to the process, after the Department of Education and Training approves the evaluation results, the treasury will approve. Ms. Hao informed, "only one or two days after the Department announces the recognition, teachers will receive additional income".
NEW MORE ACCURATE EVALUATION CRITERIA
In addition, according to the assessment of the leaders of the Department of Education and Training of Ho Chi Minh City, the regulations on evaluating and classifying quality based on work efficiency for cadres, civil servants, public employees, and workers applied from May 12 have more positive criteria than the previously applied regulations.
Teachers in Ho Chi Minh City will receive additional income according to a special policy, with the lowest being over 6 million VND and the highest being over 18 million VND/month.
Ms. Nguyen Thi Thanh Truc, Principal of Duong Van Thi High School (Thu Duc City), said that the evaluation score framework has not changed, but the contents have been divided into smaller and more specific sections. According to Ms. Truc, the more detailed and specific the criteria are, the clearer it will be for employees to evaluate, and the scores will be more accurate. Those who complete will receive points and vice versa, those who miss work will have points deducted; or those who complete the workload but are not on schedule or have low quality will be self-evaluated more appropriately.
Similarly, Ms. Nguyen Doan Trang also acknowledged that more specific criteria would help the process of reviewing evidence to evaluate work performance more effectively. In addition, the Principal of Nguyen Du Secondary School also said that according to this new regulation, the City will no longer apply the 50% excellent completion control for the management team.
Ms. Doan Trang said that in the school's activities, the management staff or the team leader and deputy team leader must first carry out the assigned work responsibilities. However, in the past, the control of the 50% excellent completion rate led to a situation where, each quarter, when evaluating, there was a need to "give in" to each other, so it was easy to have feelings. Therefore, from now on, the evaluation will be fairer, more straightforward and the members will also be happier and more relaxed.
Mr. Huynh Thanh Phu, Principal of Bui Thi Xuan High School (District 1), assessed that the classification regulations and the additional income policy have created changes in the members of each school. Each individual is aware of innovating educational methods, innovating school management methods and putting themselves in a mindset of trying hard and being highly determined to promote work with increasingly high quality and efficiency.
Formula for calculating additional income
According to Resolution 185 of the Ho Chi Minh City People's Council, teachers who are civil servants in Ho Chi Minh City determine the level of additional income according to the coefficient based on the salary level according to the current rank, level, and position.
Accordingly, the formula for calculating the monthly additional income of teachers when completing tasks excellently is calculated as follows:
Additional income = (Salary coefficient + Position allowance coefficient) x 1,800,000 x 1.5.
Thus, from May 12 onwards, if they complete their tasks excellently, newly graduated level 1 teachers with a salary coefficient of 2.34 will have an additional income of 2.34 x 1,800,000 x 1.5 = 6,318,000 VND/month.
With this calculation formula, depending on the salary coefficient and teacher rank 1 or 3, a teacher (rank 1, level 8) will receive the highest additional income of 6.78 x 1,800,000 x 1.5 = 18,306,000 VND/month.
