Discussing the investment policy of this project, Deputy Pham Van Hoa (Dong Thap National Assembly Delegation) said that, regarding the impact of the project on BOT traffic routes, according to the report, there are currently 2 existing roads implementing BOT, now continuing to implement under the BOT method will lead to inadequacies, affecting the 2 existing BOT roads. Therefore, the Government and the Ministry of Transport need to study to ensure fairness and convenience for investment partners.
Meanwhile, regarding compensation and resettlement, according to Mr. Hoa, this is a very important project. The number of people needing compensation is up to 1,299 households, and the area of land that needs to be cleared is also very large. Therefore, the drafting agency and local authorities need to pay attention to research to ensure good implementation of compensation and resettlement support.
According to Deputy Dieu Huynh Sang (Binh Phuoc National Assembly Delegation), this project aims to concretize the socio-economic development strategy that has been oriented for investment in Resolutions No. 23 and No. 24 of the Politburo . When the transport system develops, it will be a premise to create momentum for infrastructure development, socio-economic development and people's lives will be increasingly improved. The project is a very important traffic axis, connecting the Central Highlands with the Southeast, Southwest and Ho Chi Minh City. Investing in the expressway project will solve traffic infrastructure bottlenecks, create new space, and motivate socio-economic development, ensuring national defense and security in the Southeast and Southwest regions.
According to Ms. Sang, compared to the route in the road network planning for the 2021-2030 period, with a vision to 2050, the proposed route of the project has some changes to optimize construction and exploitation, create new development space, and promote socio-economic development for the locality.
Deputy Nguyen Truong Giang ( Dak Nong National Assembly Delegation) also said that the investment in the Project will gradually complete the planned expressway network, opening up new development space for localities and strengthening regional connectivity in general and intra-regional connectivity in particular, creating momentum, spillover, and convenient connection with Long Thanh International Airport and Cai Mep - Thi Vai Port, serving the socio-economic development of the Central Highlands and Southeast regions, helping to strengthen national defense and security.
Mr. Giang suggested that after the National Assembly approves the investment policy, the Government should soon implement the project to meet the expectations of the people and voters.
Meanwhile, Deputy Ta Van Ha (Quang Nam National Assembly Delegation) said that the Central Highlands has a particularly important position in the road tourism route connecting Thailand, Cambodia, Laos with Ho Chi Minh City and the Southeast region. Therefore, the investment project to build the North-South Expressway in the West, Gia Nghia - Chon Thanh section, will create opportunities to turn the diverse resources and culture of the Central Highlands into attractive tourism products. Mr. Ha suggested that there should be a contingency plan for capital sources to ensure the project's progress. At the same time, supervision should be strengthened, especially in applying bidding mechanisms for consulting packages, compensation packages, site clearance and resettlement packages.
Explaining, Minister of Transport Nguyen Van Thang said, regarding the feasibility of investing in the project under the PPP method, this is a relatively complete project, planned with 6 lanes, and will construct 4 complete lanes, with the State's capital support being 50%, and after reaching full load, 2 more lanes will be expanded on this section. The calculation process shows that this will be a project with a relatively good payback period compared to previous projects, suitable for investors, and also highly appreciated by banks.
Nurturing ethnic minority talents
On the same day, the National Assembly gave opinions on adjusting the investment policy of the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the 2021-2030 period.
According to Deputy Mai Van Hai (Thanh Hoa National Assembly Delegation), the Socio-Economic Development Program for Ethnic Minority and Mountainous Areas approved for investment under Resolution No. 120 of the 14th National Assembly is a major policy of the Party and State for ethnic minorities and mountainous areas. However, there are still some shortcomings, difficulties and obstacles that affect the results of the program's implementation, so it is necessary to adjust some policies.
Regarding the adjustment of capital for program implementation, Mr. Hai suggested that the annual medium-term capital allocation and the allocation of career capital must be appropriate, avoiding cases where the allocation, assignment of career capital and the allocation of public investment capital do not match, which will greatly affect the arrangement of capital for specific projects. In addition, some district medical centers and district general hospitals have some communes in ethnic minority and mountainous areas, which need to be reviewed to avoid overlapping with the content of programs such as some district medical centers and hospitals with communes in ethnic minority and mountainous areas that have been invested in according to Resolution 43 of the National Assembly on fiscal and monetary policies, supporting the Socio-Economic Development Recovery Program.
Deputy Truong Xuan Cu (Hanoi National Assembly Delegation) said that the system of ethnic boarding schools should be based on specialized provincial schools, and the provincial ethnic boarding schools should be the specialized high school system for ethnic minority students. This would be reasonable and should focus on ethnic minority talents.
Deputy Ha Sy Huan (Bac Kan National Assembly Delegation) proposed that communes that have achieved new rural status continue to enjoy the same policies as communes in region 2 and region 3 until the end of the period. Secondary school students currently living in extremely disadvantaged areas, extremely disadvantaged communes, and extremely disadvantaged villages studying in schools in region 1 will also enjoy policies on food allowance, housing support, and rice support according to regulations like primary and secondary school students living in extremely disadvantaged villages and extremely disadvantaged communes. This is the appropriate policy for ethnic minorities, especially communes with children who have achieved new rural status.
