

Taking advantage of the favorable weather in early June, Joint Stock Company 484 mobilized many human resources, locomotives, and equipment to carry out construction works on the section Km7+605 - Km11 of the project to renovate and upgrade National Highway 8C through Cam Xuyen town, Cam Xuyen district, Ha Tinh province.
Directly supervising the machinery scraping the old road surface before spreading the crushed stone layers, engineer Nguyen Thanh Tuan - Construction Team Leader of Joint Stock Company 484 informed that the unit is trying to speed up the progress of the project items because recently, the construction has been affected quite a lot by thunderstorms.

“The construction of the roadbed, foundation, and earthwork almost has to stop every time there is a thunderstorm. After the rains, it takes another 2-3 days for the roadbed to dry before the construction can continue,” said engineer Nguyen Thanh Tuan.
Along with thunderstorms, currently, on the section of the route that Joint Stock Company 484 is undertaking construction, the system of poles and power lines that have not been buried underground also greatly affects the progress.


"On the section of the route where the construction unit has dozens of electric poles and power lines that have not been relocated, the machinery to carry out the work is very cumbersome and the construction cannot be carried out smoothly," engineer Tuan shared.
484 Joint Stock Company has completed 50% of the work volume. However, according to this unit's assessment, if the power line system is not relocated and buried underground in time, the construction will be interrupted, affecting the project completion time - October 2025.

At this time, the construction of the project to renovate and upgrade National Highway 8C through Cam Xuyen town, Nam Phuc Thang commune and Thien Cam town of Cam Xuyen district with a length of 11km is also being implemented by the contractor simultaneously with construction tasks from digging and filling the roadbed, spreading crushed stone to building a drainage system, asphalt concrete pavement...
For the section passing through Cam Xuyen district, the construction volume has reached 45%. Although contractors have made efforts to speed up the construction process, the fact that 100% of the site has not been handed over is still "making it difficult" for investors and construction units.


According to information from the Compensation and Site Clearance Council of Cam Xuyen district, the unit has handed over 10.95/11 km of land to the investor, reaching 99.5%. The area that cannot be handed over is mainly related to the relocation of technical infrastructure systems, especially medium and low voltage power lines.
Specifically, the section through Thien Cam town has completed laying underground cables and erecting electrical cabinets, but the power has not been cut off to hand over the site due to the overlap with the time of the 10th grade entrance exam. In Cam Xuyen town and Nam Phuc Thang commune, the installation of underground cable systems has reached 2.1/2.4 km, concrete pole bases for 29/33 poles have been cast, and there are currently 66 old electric poles that cannot be relocated. In addition, a household in Nam Phuc Thang commune has not accepted the compensation plan due to disagreement in determining the origin of the land and the compensation area.

Meanwhile, the project to upgrade and expand National Highway 8 in Huong Son district, 16.7 km long, from the intersection of National Highway 8 in My Long commune (old Son Long commune) to the intersection with Ho Chi Minh road in Son Trung commune, was also urged by the investor to speed up the construction when the construction value only reached about 40% of the contract.
In the past, the project construction process at the section passing through Huong Son district encountered difficulties, especially when reinforcing the weak ground at Km93+800 - Km94+200 in Tan My Ha commune, local subsidence occurred, requiring re-inspection and re-treatment, which took a lot of time; the source of fill soil was limited and some people in Son Trung commune arbitrarily exploited soil within the project area, affecting the project construction process.


Along with the above difficulties, the lack of full site handover has also caused some "trouble" in the construction process. With 16.7km passing through the area, up to now, the Compensation and Site Clearance Council of Huong Son district has handed over 16.4km/16.7km, reaching 98.2%.
In the remaining 0.3km, some households have not agreed with the compensation policy; households have land but are not currently living in the locality, some households request compensation for land outside the clearance boundary and are stuck with technical infrastructure works on the route.
"There is not much time left to complete the project, but the construction unit still has some problems on the route, the unfavorable weather has caused us many difficulties in construction," said Mr. Bui Xuan Uoc - Deputy General Director of Thanh Huy Group Joint Stock Company - the contractor of the project to renovate and upgrade National Highway 8C through Huong Son district.

Faced with this reality, the Department of Construction - the project investor, has actively coordinated with localities to resolve difficulties and problems related to site clearance. At the same time, the investor also urged the contractor to focus on human resources and machinery, dividing them into "3 shifts, 4 teams" to make up for the slow progress in the past.
“It is expected that this June, Cam Xuyen and Huong Son districts can hand over the entire project site. However, the construction is still facing many difficulties due to the continuous rainy weather, especially in Huong Son district. If the weather is dry and not affected by the rains, the project progress will be guaranteed,” said Le Anh Son, Deputy Director of the Department of Construction.
The project to renovate and upgrade National Highway 8C from Thien Cam - National Highway 1 and from National Highway 8 to Ho Chi Minh Road, Ha Tinh Province" was approved by the Ministry of Transport in Decision No. 268/QD-BGTVT dated March 3, 2022 and assigned the Ha Tinh Department of Transport (now the Department of Construction) as the investor with a total amount of about 1,076 billion VND; implementation period from 2022 - 2025.
The project has a total length of 27.7 km, including 2 sections: section 1 is 11 km long from Thien Cam town to National Highway 1 in Cam Xuyen town (Cam Xuyen district), section 2 is 16.7 km long from the intersection of National Highway 8 in Son Long commune (now My Long commune) to the intersection with Ho Chi Minh road in Son Trung commune (Huong Son district).
Upon completion, the project will gradually complete National Highway 8C according to the approved plan; strengthen connectivity, improve the exploitation capacity of National Highway 1 with Thien Cam Tourist Area; ensure smooth and safe traffic, support rescue work during the rainy and flood season in the left bank of Ngan Pho River; create favorable conditions to support the development of tourism, local socio-economy, and ensure regional national defense and security.
