Resolving difficulties in compensation and resettlement support in Phu Quoc

On October 13, news from Kien Giang Provincial People's Committee, Chairman of the Provincial People's Committee Lam Minh Thanh chaired a conference to review compensation, support and resettlement work in Phu Quoc City.

Currently, in Phu Quoc City, there are 321 projects and works that have been approved for investment, of which 252 projects and works have been and are developing compensation, support and resettlement plans, including 37 works with public investment capital, and 215 socio -economic development and service projects implemented by investors.

However, the city has encountered many difficulties related to compensation, site clearance, resettlement arrangements, job conversion, and life stabilization for a large number of affected people. In fact, the city's land use is complicated, leading to the compensation, support, and resettlement plan for the project not being completed in one plan but requiring the establishment of a supplementary plan.

Phu Quoc City is facing many difficulties related to compensation and site clearance.

Phu Quoc City is implementing many projects, so the need for resettlement is very large, but the city only has 6 resettlement areas that have arranged land for households and 2 resettlement areas are developing compensation, support and resettlement plans, in which Dong Cay Sao resettlement area is submitting for approval of a 1/500 scale planning project, but is stuck with the policy of reclaiming forest land.

In addition, for projects with on-site resettlement arrangements, the People's Committee of Phu Quoc City is having difficulty in carrying out procedures to separate the resettlement area from the project and hand it over to the City People's Committee to carry out the land allocation for people whose land is recovered. Through inspection and review, compensation, support and resettlement contracts have been signed for 14 residential projects with on-site resettlement arrangements, but there are still procedural problems.

On the other hand, in the work of building land prices, the specialized agencies under the City People's Committee have no experience. Some enterprises and investors are slow to transfer advance payments to make payments to households when the plan has been approved and the decision to compensate and support households has been issued, causing late payment costs, causing frustration for people whose land is affected.

Phu Quoc is implementing many projects, so the need for resettlement is very large.

Speaking at the meeting, Mr. Lam Minh Thanh assigned the Department of Natural Resources and Environment to coordinate with the consulting unit to advise the Provincial People's Committee to determine specific land prices as a basis for developing a compensation plan.

At the same time, the Department of Finance is assigned to preside over and coordinate with the Department of Planning and Investment and relevant agencies to guide the People's Committee of Phu Quoc City on procedures for advance payment and final settlement of expenses to pay people during the process of implementing decisions to resolve complaints and judgments that have come into legal effect for public investment projects that have completed settlement procedures or for projects where enterprises have fulfilled their financial obligations.

In addition, Mr. Lam Minh Thanh requested relevant departments, branches and agencies to continue supporting the City People's Committee to speed up the progress of compensation and site clearance, shortening the time of projects, especially key projects of capable investors. Promote the role of the site clearance working group and the special provincial working group to support the City People's Committee in removing difficulties in site clearance and resettlement support.

In particular, Chairman of the Provincial People's Committee Lam Minh Thanh requested the Department of Natural Resources and Environment to speed up the process of granting first-time land use right certificates to eligible cases in the city.
