Barriers to ginseng development
Mr. Ho Van The - Chairman of Tra Linh Commune People's Committee said that currently, legal documents stipulate that organizations and individuals are not allowed to use materials that are difficult to decompose and have the risk of causing environmental pollution in ginseng cultivation. This affects the cultivation and care of Ngoc Linh ginseng by people, especially in the complicated weather situation, with continuous frost and hail causing mass deaths of young ginseng.
Similarly, Mr. Nguyen Thanh Phuong - Chairman of Tra Nam Commune People's Committee said that barbed wire is one of the items that people use to protect ginseng areas. However, if introduced, people will struggle with protection solutions, especially to prevent ginseng theft. People really hope that authorities and sectors will guide them on some environmentally friendly materials so that they can focus on developing them.
The proposal of the leaders of Nam Tra My district, the Ngoc Linh ginseng growing area is being strongly affected by the phenomenon of climate change. This has a significant impact on the growth and development of ginseng. The process of ginseng migration to the belt below 1,500 is also clearly affected, when it only develops in the early stages and slows down in the following years.
Regarding policy mechanisms, the Department of Finance is currently in charge of issuing unit prices for 1-year-old ginseng seedlings according to Resolution 09/2022 of the Provincial People's Council, while there are still no specific regulations for 2-4-year-old ginseng seedlings. This makes it difficult for people to invest in and develop Ngoc Linh ginseng.
According to the Quang Nam Center for Development of Ngoc Linh Ginseng and Medicinal Materials, the capital to support seedlings in 2024 is too low compared to the capital allocation plan to implement Resolution No. 09/2022 of the Provincial People's Council. Specifically, the allocated source in 2024 is 15 billion VND, while the plan to produce 1-year-old Ngoc Linh ginseng seedlings assigned in the Project to implement Decision No. 611 dated June 1, 2023 of the Prime Minister this year is 120,000 seedlings. This also makes it difficult for the center to supply seedlings to support people; it cannot promote the effectiveness of Resolution No. 09.
Orientation for development
The representative of the Department of Finance said that in 2023, the slow valuation of Ngoc Linh ginseng seedlings affected Nam Tra My in implementing support policies for people. From 2024, the Department of Finance is determined to determine the price early and will issue it in June. Regarding the valuation of ginseng plants from 2-4 years old, it is beyond the responsibility of the Department and requires the direction of the Provincial People's Committee to implement it.
Provincial Party Secretary Luong Nguyen Minh Triet said that because Ngoc Linh ginseng has not been priced yet, trading on the market is mainly based on "trust". For ginseng plants over 5 years old, pricing must be based on many factors and depends on the market. Meanwhile, ginseng plants 2-4 years old are in the seedling stage, so there is a basis for pricing. The Party Committee of the Provincial People's Committee needs to consider and propose the Provincial People's Council to amend and supplement Resolution 09 to assign the Department of Finance to implement.
Nam Tra My is currently planting Ngoc Linh ginseng in 7 communes in the planning area. Currently, more than 1,500 households have registered to grow ginseng with a total area of over 1,650 hectares. In addition, the district has attracted 18 businesses to register to grow Ngoc Linh ginseng and medicinal herbs under the forest canopy, with a registered area of nearly 342 hectares.
In 2023, the District People's Committee will continue to support 103,333 1-year-old Ngoc Linh ginseng seedlings for 1,695 households. At the same time, promote Ngoc Linh ginseng through monthly markets, e-commerce trading floors and tourism activities.
Regarding the introduction of unfriendly materials into ginseng gardens, we should not be too rigid. Localities need to consider the practical situation to guide people in implementation. Any legal regulations that are not close to reality should continue to be recommended to ensure the interests of the people. The Party Committee of the Provincial People's Committee needs to direct relevant sectors to study the practice and soon issue specific guidance documents on which materials are allowed or not allowed to be brought into ginseng gardens.
“To effectively implement the Vietnam Ginseng Program approved by the Prime Minister in Decision No. 611 dated June 1, 2023, the political system of Nam Tra My district needs higher political determination and more creative ways of doing things, new thinking, and a longer-term vision. In particular, focusing on providing good advice to the province and the central government on the contents of Decision No. 611; making good use of resources from the national target program and socialized resources for investment and implementation” – Provincial Party Secretary Luong Nguyen Minh Triet emphasized.
In addition, Comrade Luong Nguyen Minh Triet also requested the Party Committee of the Provincial People's Committee to advise the Provincial People's Council to consider increasing the budget for implementing Resolution 09 in accordance with practical needs. At the same time, focus on realizing Decision No. 611 in the spirit of not "waiting". In particular, it is necessary to proactively issue specific plans for each stage, advise on appropriate adjustments to be ahead and ahead; support Nam Tra My district in promoting the image of Ngoc Linh ginseng, promoting trade of ginseng products in the international market.
In the coming time, the provincial leaders will work with a number of large enterprises to call for investment and develop Ngoc Linh ginseng, aiming to build a medicinal industry center. However, in order for enterprises to be truly interested, it is still necessary for all levels and sectors to continue to do a good job of transplanting, investing in ginseng infrastructure, preserving the original genetic source, tracing the origin, etc.
