On October 24, Cam Xuyen District People's Committee organized an information session about sand mining in My Yen village, Cam My commune.
According to Mr. Le Ngoc Ha - Vice Chairman of Cam Xuyen District People's Committee, the sand mine in My Yen village, Cam My commune has an area of 3.48 hectares.
Of which, 86 households with crop land were affected with an area of nearly 1.7 hectares. The remaining 1.7 hectares are managed by the People's Committee of Cam My commune. The total volume of this mine will be more than 89,000 m3, the mining depth - 0.1m from the riverbed.
The purpose of exploitation is only to serve the construction of the North-South Eastern Expressway project in the 2021-2025 period passing through Ha Tinh province.
Recently, when knowing that Ha Tinh province approved the sand mine in My Yen village, Cam My commune, a part of the local people were concerned, worried, and worried that the exploitation would cause unsafe impacts and affect their lives.
According to Mr. Ha, with concerns that exploitation would affect the foot of Ke Go Lake dam, the Ha Tinh Irrigation Department has issued a document confirming that the sand mine is 1.5km downstream from the Ke Go Lake spillway, outside the Doc Mieu spillway protection corridor and Ke Go Lake. In the vicinity, the mine does not have any other irrigation works or dike works.
Regarding concerns about the impact on the foot of National Highway 8C, the Ha Tinh Department of Transport has issued a document confirming that the sand mining location is on the right bank of the Ngan Mo River, far from the foot of National Highway 8C, and does not affect this National Highway corridor.
With concerns about landslides in cultivated areas, during the survey, the specialized agency of the Department of Natural Resources and Environment assessed and agreed on measures to exploit and prevent landslides by using the method of stepping up the slope, driving a system of bamboo piles 5 - 6m deep, densely planted along the exploitation route, and reinforcing weak points with stone gabions and concrete piles.
"If the mining process shows signs of landslides or is unsafe, construction must be stopped until safety measures are taken and approved by competent authorities before mining can continue," affirmed the leader of Cam Xuyen District People's Committee.
Raising the question of why another sand mine was not chosen, Mr. Le Ngoc Ha - Vice Chairman of Cam Xuyen District People's Committee informed that the mine in Cam My commune had been surveyed, was in accordance with the planning, had sufficient reserves and had legal bases for exploitation, and was timely serving the construction of the highway.
If sand mines are explored elsewhere, it will take a long time and will be difficult to meet the progress requirements of the current North-South expressway.
Regarding concerns that the exploitation process will create deep abysses and cause loss of domestic water for people, the People's Committee of Cam Xuyen district informed that the exploitation is only allowed to take depths equal to the current riverbed, so it only widens the riverbed, not creating deep abysses. The exploitation level is equal to the current riverbed, so it does not affect the underground water for people's daily life.
In addition, the People's Committee of Ha Tinh province has also approved the clean water project phase 2 of Cam My commune with a total investment of 11 billion VND to be implemented in 2023 to ensure sustainable clean water for people in the south of Cam My commune in general and people in My Yen village in particular.
Mr. Le Ngoc Ha - Vice Chairman of Cam Xuyen District People's Committee added that currently, the concerns and worries of the people have been fully explained and propagated by the local government, Cam Xuyen district organizations, and Cam My commune, so basically the people have agreed, only a small part is still opposing.
In the coming time, the government will continue to mobilize and fully explain to gain even higher public consensus.
