Ha Giang implements action program to improve efficiency in using resources for socio-economic development

In order to continue effectively implementing Resolution No. 39 of the 12th Politburo on improving the efficiency of management, exploitation, use and promotion of economic resources, the Standing Committee of Ha Giang Provincial Party Committee has just issued an Action Program to implement Conclusion No. 115 dated January 16, 2025 of the Politburo.

After 5 years of implementing Resolution 39, Ha Giang province has achieved many positive results. The management, exploitation and use of resources such as land, minerals, public finance and socio-economic infrastructure have been gradually improved, contributing to promoting economic growth, improving people's lives, and ensuring national defense and security. However, besides the achieved results, the province still has many difficulties and limitations. The efficiency of resource use is still uneven; the quality of human resources is still low; socio-economic infrastructure has not met development requirements; budget revenue is still limited; scientific and technological research activities are still weak; some potentials and strengths of the locality have not been effectively exploited.

The Provincial Party Committee's Action Program sets out the general goal of: improving the efficiency of management, exploitation, mobilization, allocation and use of resources to promote rapid and sustainable socio-economic development, building Ha Giang into a fairly developed province in the Northern mountainous region in a green, unique, sustainable and comprehensive direction.

The program also clearly identifies specific targets for 2030, 2035 and 2045, focusing on three main groups of resources:

Firstly, on human resources : Reduce the proportion of labor in the agricultural and forestry sectors; increase the proportion of trained labor, especially labor with certificates and degrees.

Second, regarding physical resources and infrastructure : Completing land databases; investing in developing transport infrastructure, industrial parks, border economic zones, smart cities and modern digital infrastructure.

Third, on public financial resources : Improve the efficiency of budget revenue and expenditure; increase development investment expenditure; expand credit; control public debt effectively and sustainably.

To achieve the above objectives, the Program sets out 6 key tasks and solutions such as: perfecting institutions, policy mechanisms; improving the capacity of staff; innovating planning and development planning; strengthening inspection and supervision of resource use; taking advantage of opportunities from the fourth industrial revolution and promoting the development of new resources such as science - technology, culture, tourism and typical local products.

The Provincial Party Standing Committee requested Party committees and authorities from the province to the grassroots level to focus on developing specific action plans and effectively implementing this program. At the same time, the Provincial Party Committee's Propaganda Department was assigned to coordinate with media agencies to promote the dissemination of Conclusion 115 and the action program to all cadres, party members and people of all walks of life.

With high determination, methodical and synchronous approach, we believe that this Action Program will create a clear change in the management, exploitation and effective use of resources, gradually bringing Ha Giang to develop rapidly, comprehensively and sustainably in the coming years.
