Unique and especially important geo -economic position
Ha Nam has a unique and especially important geo-economic position, with vital road, highway, railway and waterway routes on the North-South axis, inter-regional connections and is one of the satellite cities, the "gateway" connecting the capital Hanoi with the Central and Southern provinces.
Ha Nam has particularly rich natural and tourism resources with nearly 1,800 relics, including many long-standing historical and cultural relics, closely associated with the history of our ancestors' struggle to build and defend the country.

Solving the "problem" of organizing territorial space
According to the Deputy Prime Minister, as a province with a small natural area of 861.9 km², second only to Bac Ninh; the big challenge for Ha Nam in the development process is to organize a reasonable territorial space, harmonizing urban and rural areas; solving the problem of harmonious development between industry, tourism, services and environmental protection, minimizing conflicts between economic sectors and fields for rapid and sustainable development.
The Ha Nam provincial planning announced today was built with the view of maximizing the province's strategic geographical position adjacent to Hanoi City, located in the Hanoi Capital Region; effectively utilizing resources, taking high-quality human resources and innovation as breakthrough driving forces; placing it in connection with the capital region, the Red River Delta and the North Central Coast in the spirit of Resolution No. 30-NQ/TW of the Politburo on socio-economic development and ensuring national defense and security in the Red River Delta region to 2030, with a vision to 2045.
Planning with the aspiration to develop into a centrally-governed city by 2035 will open up new opportunities and development space for Ha Nam to successfully transform its growth model towards greening its economic sectors. Becoming an environmentally friendly high-tech industrial center and one of the attractive destinations for cultural, spiritual, resort and sports tourism.

Ha Nam strives for an average economic growth rate (GRDP) of about 11.2% per year in the 2021-2030 period. The economic structure of the industry-construction sector accounts for 70.5%, the service sector accounts for 26%, and the agriculture, forestry and fishery sector accounts for 3.5%. The average GRDP per capita reaches over 230 million VND.
Carefully select high-tech industrial investors
However, for the planning to be effectively implemented, the Deputy Prime Minister said that the decisive factor for success is the spirit of dynamism, innovation, daring to think, daring to do, daring to make breakthroughs of the Party Committee, authorities at all levels, and the central role of the people and businesses.
Discussing some key issues that need to be focused on during the implementation of the planning, the Deputy Prime Minister especially noted that with extremely limited land funds, while nearly 50% has been used for non-agricultural purposes and landscape and environmental protection, therefore, the land area of Ha Nam that can be converted for industrial, service, urban and infrastructure development is not much left. The province is also facing a huge problem, which is the environment, especially in river basins and craft villages.
Therefore, Ha Nam must accelerate the transformation of its economic model from resource exploitation towards green economy, circular economy, and digital economy based on high technology platforms.
The province also needs to summarize and evaluate the current operating situation of industrial parks, creating space for innovation, high-tech industry, intelligence, and digital transformation.
"Ha Nam must carefully select high-tech industrial investors and develop towards a green economy," the Deputy Prime Minister said, highly appreciating Ha Nam's determination in developing high-tech zones.
However, as a latecomer, Ha Nam needs to have different mechanisms drawn from the high-tech park models that have been implemented, along with local investment attraction policies to select the most capable and effective investors, committed to technology transfer.
In developing agricultural production, the Province needs to plan farming areas and convert agricultural production in a concentrated direction, contributing together with services, tourism, and high-tech industry to carry out the transformation of the economic model based on resource exploitation.

Urban development with different values
Emphasizing that urbanization is an important driving force for economic development, the Deputy Prime Minister suggested that Ha Nam province carefully study Resolution 06-NQ/TW of the Politburo on planning, construction, management and sustainable development of Vietnamese urban areas until 2030, with a vision to 2045, "with utmost determination and creativity in the way of doing things" to select investors and consulting units to develop detailed plans for urban and rural development, functional zoning, etc. From there, determine the urban development roadmap based on regional connectivity, taking advantage of existing transport infrastructure, along economic corridors, "wherever transport goes, the economy develops".
"Urban development along with industrial, commercial, and service ecosystems will be the driving force for economic restructuring. You must select and organize a competition to select the best, highest quality, and most creative detailed plans. Ha Nam's development resources come from the implementation of these plans," said the Deputy Prime Minister.
In addition, Ha Nam promotes the development of a chain of satellite cities to take advantage of the capital region and the connecting infrastructure system, learn from the failures of large cities to prepare synchronous traffic and social infrastructure, say no to traffic congestion, and resolve air, water and waste pollution. In particular, Ha Nam needs to coordinate with localities to completely handle the pollution of river basins; exploit the potential of the intra-provincial river network to develop urban areas on both sides.
Ha Nam needs to promote economic model transformation, improve labor productivity; attract universities, hospitals, research institutes, invest in training and research facilities, develop innovative startup ecosystems towards the goal of becoming one of the centers providing high-quality medical, health, education and training services.
