Hanoi issues action program on pioneering in implementing new development goals

Kinhtedothi - The Hanoi People's Committee has just issued an Action Program to implement Plan No. 292-KH/TU dated January 20, 2025, of the City Party Committee, implementing the contents and tasks according to the conclusions and directives of General Secretary To Lam at the working sessions with the Standing Committee of the Hanoi City Party Committee.

The purpose is to fully and comprehensively concretize the guiding viewpoints of the General Secretary, effectively implement Notice No. 95-TB/VPTW dated August 21, 2024 and No. 111-TB/VPTW dated December 3, 2024 of the Central Party Office, successfully implement Resolution No. 15-NQ/TW dated May 5, 2022 of the Politburo on the direction and tasks for the development of Hanoi Capital City in the period 2021-2030, with a vision to 2045; Conclusion No. 80-KL/TW dated May 24, 2024 of the Politburo on the Planning of Hanoi Capital City in the period 2021-2030, with a vision to 2050 and the Adjustment of the General Planning of Hanoi Capital City to 2045, with a vision to 2065.

Accordingly, departments, agencies, and the People's Committees of districts, counties, and towns will identify breakthrough tasks and solutions for 2025 and the 2026-2030 period. The action program reflects the pioneering and exemplary spirit of Hanoi in implementing development tasks and solutions, enabling Hanoi, along with the rest of the country, to realize its aspiration to rise in the new era of the nation, making a worthy contribution to achieving the goal of Vietnam becoming a developing country with modern industry and high middle income by 2030; and a developed country with high income by 2045.

The main objective is to accelerate and make breakthroughs in achieving the targets of the 2021-2025 five-year socio -economic development plan, and to prepare and consolidate the fundamental elements as a prerequisite for the Capital City to confidently enter a new era - an era of national prosperity and strength.

Striving to achieve a growth rate of 8% or higher in 2025. Simultaneously, developing and implementing socio-economic development goals, targets, and solutions for the 5-year period 2026-2030, with a target of double-digit growth. Key targets for the 2026-2030 period.

The main solution proposed is for departments, agencies, and the People's Committees of districts, counties, and towns to closely follow the directives of the Central Government and the City, effectively implementing the tasks and solutions set forth in various sectors and fields. They should urgently organize and implement tasks according to the guiding principles and action program of the City People's Committee on implementing tasks and solutions for socio-economic development, the State budget estimate, and improving the business environment and enhancing competitiveness in 2025; and build goals, targets, and tasks for breakthrough development, joining the whole country in entering a new era – an era of the Vietnamese nation's rise.

Strengthen the responsibility, initiative, and timeliness of the agencies and units assigned to lead and advise on the implementation of tasks according to the conclusions of General Secretary To Lam at the working sessions with the Standing Committee of the Hanoi City Party Committee, and be accountable for the assigned targets and tasks.

The Department of Planning and Investment, in coordination with the Hanoi Statistics Department and other departments and agencies, will research and innovate the socio-economic development indicators of the city to create a breakthrough for strong development.

Focus on implementing the following nine key tasks: Successfully complete the targets and tasks in the socio-economic field according to the Resolution of the 13th National Congress of the Party and the Resolution of the 17th Congress of the City Party Committee.

Building and perfecting mechanisms and policies for the development of the Capital City, focusing on implementing the Law on the Capital City in conjunction with the implementation of the Hanoi Capital City Planning for the period 2021-2030, with a vision to 2050, and the Revised Master Plan for Hanoi Capital City until 2045, with a vision to 2065.

Focus on researching and proposing solutions for the development of the Capital City based on 5 pillars: Culture and people; 3 transformations (green transformation, digital transformation, circular economy); synchronous, modern, and highly connected infrastructure; digital economy, smart city; science, technology and innovation.

Promote the restructuring of the capital's economy in conjunction with the innovation of the growth model. Prioritize resources to successfully implement strategic breakthroughs, removing current bottlenecks and obstacles in institutions, infrastructure, and human resources.

Urban development and a modern socio-economic infrastructure system will create a comprehensive breakthrough; effectively utilize resources, protect the environment, and promote the transformation of resources into driving forces for the development of the Capital city.

Developing rural areas towards a modern and civilized direction. Preserving, upgrading, and reconstructing urban areas while promoting the value of historical inner-city areas, focusing on preserving historical, cultural, and traditional spaces. Comprehensively improving the quality of education and training, developing high-quality human resources; perfecting the healthcare network from the city level to the grassroots. Enhancing the effectiveness and efficiency of saving and combating waste. Ensuring strong national defense and security, and improving the effectiveness of foreign affairs.
