According to the Hanoi People's Committee, in recent times, the application of information technology and digital transformation to serve the reform of administrative procedures and the modernization of the direction and administration methods of the city's government at all levels has had many positive changes, bringing practical results, including the trend of promoting online meetings to gradually replace traditional meetings in the direction and administration activities of the City Party Committee, the City People's Committee, the Chairman of the City People's Committee and Vice Chairmen of the City People's Committee to all levels and branches under the city.
However, through the review of the City People's Committee Office, there is still an agency or unit that has not focused on investing in technology equipment and online meeting applications in compliance with regulations.
Specifically, there has been no proactive investment and readiness to meet technical standards and the number of online meeting rooms; Technical personnel arrangements are lacking or unstable, and technical operation procedures between the City People's Committee's bridge and the affiliated television bridges have not been followed. Therefore, the quality of online meetings serving the management of the City Party Committee, the City People's Committee, the Chairman of the City People's Committee, and the Vice Chairmen of the City People's Committee to agencies and units has not met the same quality standards, and technical errors have occurred at some bridges under the City Online Meeting System.
Therefore, the City People's Committee requests Directors, Heads of departments, branches, sectors, units under the City and Chairmen of People's Committees of districts, towns to direct their agencies and units to seriously promote online meeting methods in directing and operating activities to their subordinate levels. Urgently review, inspect and promptly equip online meeting rooms at agencies and units that meet the technical standards in sufficient quantity as prescribed and guided by specialized agencies.
Arrange and direct assigned staff to manage and operate the bridge points to strictly comply with participating in management and operation activities and coordinate to serve and control online meetings according to regulations.
Assign the Department of Information and Communications to preside over and coordinate with the City Police and the Office of the City People's Committee to review and evaluate the technical infrastructure of the City's wide area network (WAN) to ensure safety and information security at all levels. Comply with IPV6 standards and meet the requirements of stability, smoothness, and bandwidth capacity to serve the operation of the City's Online Meeting System and bridge points well.
The Department of Finance shall preside over and guide departments, branches, People's Committees of districts, towns and units under the City to use funding sources to invest in, upgrade and supplement equipment for online meeting rooms according to regulations.
Assign the City People's Committee Office to manage and operate the technical Online Meeting Control Center System (MCU) located at the City People's Committee headquarters to ensure stable operation 24/7, ready to meet the city's online meeting needs; provide technical guidance and support to agencies and units in managing, exploiting and using the City's Online Meeting System.
