According to information from the Ministry of Home Affairs, up to now, all provinces and cities have sent the Ministry of Home Affairs to appraise the dossiers of the Project on arranging provincial-level administrative units and commune-level administrative units, including 23 dossiers of provincial-level administrative unit projects and 63 dossiers of commune-level administrative unit projects.
Based on the projects of the provinces and cities, the Ministry of Home Affairs will appraise and develop a common project dossier of the Government on the arrangement and consolidation of 52 provinces and cities according to the arrangement and consolidation orientation of the Central Government (excluding the 11 provinces and cities that remain the same). From there, the Government will consider submitting it to the National Assembly and the National Assembly Standing Committee in the coming time.
The Ministry of Home Affairs will also appraise and develop 34 project dossiers for the Government to submit to the National Assembly Standing Committee for submission to the National Assembly (including 11 project dossiers of provinces and cities that remain the same and 23 project dossiers of new provinces and cities).
Regarding 34 dossiers of projects to arrange administrative units at the commune level, as of May 5, 2025, the Ministry of Home Affairs has submitted 32/34 dossiers of projects to arrange administrative units at the commune level to the Government. Regarding the remaining 2 dossiers of projects to arrange administrative units at the commune level, the Ministry of Home Affairs will coordinate with localities to complete them to submit to the Government before May 10, 2025.
According to the initial synthesis, it is expected that Hanoi city will be the locality with the highest rate of reduction in commune-level administrative units after the rearrangement (about 76%); Can Tho city will have the lowest rate of reduction in commune-level administrative units after the rearrangement (about 60%).
In general, after the reorganization of commune-level administrative units, it is expected to decrease by nearly 67% compared to the present, achieving the target set by the Central Government of 60-70%. It is expected that nationwide, there will be 128 commune-level administrative units that will not be reorganized because they have met the prescribed standards or are in isolated locations and cannot be reorganized.
According to Minister of Home Affairs Pham Thi Thanh Tra, the implementation of the arrangement and organization of the Ministry of Home Affairs in the past time has left a positive mark, receiving support and high appreciation from competent authorities. All units have made great efforts, proactively, determinedly with a spirit of urgent and rapid work to effectively implement the tasks assigned by competent authorities, especially the political tasks of arranging administrative units at all levels and organizing local governments at two levels.
In May, the Ministry of Home Affairs will urgently complete the entire submission, list of documents, and projects of the Government on the arrangement of provincial and commune-level administrative units of 63 provinces and cities; 34 Resolutions of the National Assembly Standing Committee on the arrangement of commune-level administrative units and 1 Resolution of the National Assembly on the arrangement of provincial-level administrative units; at the same time, complete relevant laws and decrees to submit to the National Assembly for consideration and approval at the 9th session of the 15th National Assembly, ensuring sufficient legal basis for the operation of the 2-level local government model and thoroughly and comprehensively preparing the contents and documents for the Politburo meeting in early May 2025.
