Specify criteria for evaluating civil servants
Paying special attention to the issue of evaluating cadres and civil servants, delegate Tran Van Tien (Vinh Phuc Delegation) said that in order to evaluate civil servants publicly, transparently, objectively, and accurately, it is recommended that the evaluation content be specified by standards to ensure ease of understanding, ease of implementation, and high quantification; avoiding the situation where evaluation standards and regulations are general, qualitative, and work evaluation is not associated with disciplinary measures.

According to delegate Nguyen Thi Yen Nhi (Ben Tre delegation), in the context of administrative unit arrangement, working remotely will help reduce travel time, administrative costs, and contribute to retaining competent people. This is a new requirement, consistent with modern management. Therefore, delegate Yen Nhi proposed that there should be regulations on the issue of officials and civil servants working remotely; there should be objective and scientific evaluation regulations based on the output efficiency of the work.
“I recommend that an evaluation system be developed based on the results of task completion linked to progress, quality of work, and satisfaction of people and organizations when handling administrative procedures online... Along with that, it is necessary to clearly decentralize responsibilities to the heads of agencies and units in allowing remote working, ensuring efficiency, discipline and control of work progress and quality. Remote working will increase flexibility, creating more favorable conditions for officials and civil servants in special circumstances while still ensuring task completion,” delegate Yen Nhi expressed.

Analyzing that the policy of eliminating the "lifetime tenure" mindset is the right direction, to make room for new and better factors, delegate Tran Van Tuan (Bac Giang delegation) said that it is necessary to institutionalize appropriately to retain capable and qualified cadres in the political system.
“In addition, there should be policies to encourage and motivate cadres to stick with the political system if they have the qualities, capacity, qualifications, enthusiasm, and meet the requirements. This issue in the draft Law is not given due importance, it is recommended to consider and supplement it appropriately,” delegate Tran Van Tuan proposed.
Delegate Le Dao An Xuan (Phu Yen Delegation) highly appreciated the drafting agency for adding criteria to evaluate the performance of tasks and work of officials through quantity, quality and progress of products according to job positions. In order for this new point to come into life in order to select truly capable officials and civil servants and remove weak ones from the system, it is necessary to add regulations assigning the Government to clarify criteria on public service ethics and work results with clear quantification...
Need to set criteria for identifying talented people
The issue of employing talented people in public service, especially in the context of restructuring and streamlining the apparatus, has also been discussed by many National Assembly deputies. Opinions suggest that the drafting agency should clearly state the concept and criteria of “talented people” so that agencies, units and localities nationwide can apply them consistently.
Delegate Dang Thi Bich Ngoc (Hoa Binh Delegation) said that Clause 1, Article 5 of the draft Law stipulates that the State has special mechanisms and policies to attract, to promote talented people in public service. However, to facilitate and unify the implementation process, it is recommended that the draft Law stipulate a framework of criteria for identifying talented people in the law, creating conditions for localities in implementation.

Delegate Nguyen Thi Ngoc Xuan (Binh Duong Delegation) suggested that this draft Law needs to have a breakthrough, long-term mechanism to invest in high-quality human resources in the public sector, therefore, the concept of talented people needs to be added to the explanation of terms for each industry and field; there should be specific criteria and standards, not only based on degrees but also on specific products. At the same time, research and consider having policies, salary regimes and incentives commensurate with the responsibilities and tasks assigned to cadres and civil servants, especially the heads of Party organizations, ministries, branches, localities, senior experts, excellent civil servants at the Central and equivalent localities, not lower than the private sector to retain talent and be a driving force for the cadres and civil servants.
Concerned about "retaining" talented people working in the public sector, delegate Duong Minh Anh (Hanoi Delegation) said that the Government and ministries, departments and branches need to issue practical policies with more breakthrough priorities, not only salary, bonus, insurance, housing policies, rest regimes..., but also need to pay attention to a favorable working environment and conditions to ensure they can develop their talents.
Regarding the issue of utilizing talents in the public sector, delegate Nguyen Thi Viet Nga (Hai Duong delegation) said that first of all, it is necessary to redesign the system of evaluating officials based on output and public service efficiency, not just based on form or process. Second, it is necessary to allow the construction of flexible mechanisms for challenging and selecting talents, especially in positions that require creativity and innovation. Third, it is necessary to empower leaders to discover, propose and use talented people, but at the same time, it must be accompanied by objective monitoring and evaluation.
"If there is no strong reform from the discovery, use and treatment stages, the preferential policies for talented people stated in the law will only stop at slogans or the treatment will not be appropriate for the subjects," delegate Nguyen Thi Viet Nga emphasized.
At the end of the discussion, Minister of Home Affairs Pham Thi Thanh Tra explained and clarified a number of issues raised by National Assembly deputies. The Minister affirmed that the amendment of the Law on Cadres and Civil Servants aims to comprehensively amend our country's civil service to approach the advanced civil service in the world.
