Administrative reform in Ham Thuan Nam: Innovation for people's satisfaction

With the goal of "Taking people as the center of service, taking people's satisfaction as a measure to evaluate the quality of the State administrative apparatus's operations", Ham Thuan Nam district has synchronously implemented many key solutions in the State administrative reform program for the period 2021-2025 and achieved many important results.

Administrative reform is identified by Ham Thuan Nam district as one of the important solutions to promote socio-economic development. Accordingly, the district People's Committee has issued many documents to lead, direct and operate administrative reform work. Typically, such as plans, decisions, official dispatches, regulations on administrative reform indexes for commune level; regulations on the responsibility of leaders in administrative reform work; regulations on rewards for achievements in administrative reform work; strengthening discipline and administrative discipline of cadres, civil servants and public employees at state administrative agencies in the district; promoting administrative reform and reforming the civil service regime... On that basis, agencies, units and localities develop implementation plans associated with key tasks and solutions suitable to the actual conditions of each sector, each locality and closely following the district's plan.

Propaganda work on administrative reform in the district is promoted.

In particular, the People's Committee of Ham Thuan Nam district has encouraged and motivated the staff, civil servants and public employees in the district to actively research and propose solutions, models and initiatives on good practices in implementing administrative reform. Currently, there are 2 solutions and initiatives on administrative reform being applied in practice and replicated throughout the district. These are the initiative "Application of QR-code in looking up and submitting administrative procedures online" and the model "No Appointment Day - No Cash Payment". In which, the model "No Appointment Day - No Cash Payment" has achieved the set goal of improving the rate of online records and cashless payments in the district, overcoming limitations in handling administrative procedures in particular and improving administrative reform in general; create a change in the spirit and attitude of officials and civil servants in serving the people, creating the best favorable conditions for people in resolving administrative procedures (reducing travel and waiting costs), improving service quality and bringing satisfaction to people and businesses. Currently, the model is being replicated throughout the district.

In addition, the district has also promoted propaganda to the people in many forms. The propaganda content focuses on topical issues such as partial and full online file processing, online payment, electronic invoices, etc. Through propaganda work, it has raised awareness and understanding of officials, civil servants, public employees, businesses and the masses about the contents and results of administrative reform. At the same time, it has created an exciting atmosphere for implementing administrative reform for officials, civil servants and people to have the opportunity to monitor the activities of state agencies.

Notably, in the past period, the "one-stop" department of the District People's Committee and the People's Committees of communes and towns has been renovated, upgraded and invested in synchronous equipment, meeting the working needs as well as serving the people and businesses. From the reality of handling administrative procedures, it shows that the process of receiving dossiers, transferring them to specialized agencies for handling and returning results to organizations and citizens at the "one-stop" department promptly meets the requirements of organizations and citizens. In 5 years, 193,332 dossiers have been received; 189,704 dossiers have been resolved (of which, 189,314 dossiers were on time, accounting for 99.79%; 390 dossiers were overdue, accounting for 0.21%). In addition, the District People's Committee regularly issues documents to correct and remind, and specialized departments and commune-level People's Committees issue documents of apology according to regulations on overdue dossiers. The implementation of digital transformation in work processing The official email system is exploited and used by 100% of officials and civil servants of agencies, units and localities in effective work exchange. The District People's Committee issued regulations on implementing information technology applications, including the use of email, digital signatures, the use of electronic documents via the official email system, the provincial meeting invitation page; deploying online meeting invitations and using official emails at agencies and units. Updating information on policies, documents, regulations, administrative procedures, online public services... is done promptly. 100% of work records at specialized agencies under the district and the People's Committees of communes and towns are processed in the network environment...

Achieving the above achievements, the People's Committee of Ham Thuan Nam district believes that the locality has strengthened the leadership and management role of Party committees and authorities at all levels in administrative reform; clearly defining the responsibilities of each cadre, civil servant, and public employee, especially the responsibilities of heads of agencies, units, and localities in organizing the implementation of administrative reform. In addition, the locality ensures consistency, determination, and continuity in implementing administrative reform with specific goals and solutions, focusing on key points, associated with the implementation of political tasks of agencies, units, and localities. Regularly organize direct meetings with people and businesses; survey and evaluate the satisfaction level of people and businesses with the services of state agencies to immediately overcome limitations and shortcomings in administrative reform. Improve the capacity, working skills, sense of responsibility and service awareness of cadres, civil servants, and public employees. Resolutely, promptly and strictly handle officials, civil servants and public employees who violate the law; discipline and criticize individuals and organizations that have not performed well or have low efficiency.
