At the working session on the afternoon of July 4 of the 12th Session of the Hanoi City People's Council, the Resolution on Amending the Regulations on Library Fees in Resolution No. 06/2020/NQ-HDND dated July 7, 2020 of the Hanoi City People's Council was passed with 100% of delegates participating in the vote in agreement.
According to the Draft Resolution of the City People's Committee, amending and supplementing Clause 7, Section A on Library Fees is stipulated in the List of fees and charges issued with Resolution No. 06/2020/NQ-HDND dated July 7, 2020 of the Hanoi People's Council: Library users are exempted from fees for the activities specified in Clause 2, Article 42 of the 2019 Library Law at public libraries under the management of Hanoi city, including: Using information resources at the library, borrowing within the time limit specified in the library regulations; Searching for information on cyberspace; receiving information about information resources through the search system or other forms of receiving information and searching; Being assisted and advised on searching and selecting information resources suitable to the requirements".
The delegates unanimously passed the Resolution.
Assessing the impact of implementing free library services for library users as prescribed in Clause 2, Article 42 of the 2019 Library Law, the City People's Committee said: This will encourage readers to love reading printed books, visit the library more, and implement the policies of the State and the City on developing a reading culture.
Examining the content of this Draft Resolution, Deputy Head of the Economic - Budget Committee, City People's Council Vu Ngoc Anh said that the City People's Committee submitting to the City People's Council to issue a Resolution amending the regulations on library fees in Resolution No. 06/2020/NQ-HDND dated July 7, 2020 of the City People's Council to ensure compliance with the provisions of the Library Law is necessary and within its authority.
The Economic - Budget Committee believes that free library services for library users according to the provisions of the Library Law will encourage readers to love reading printed books and visit libraries more, which is to implement the state's policies on developing reading culture in the spirit of the Prime Minister's direction in Decision No. 309/QD-TTg dated March 15, 2017 on approving the Project on developing reading culture in the community until 2020, with a vision to 2030.
The Committee basically agrees with the content of the City People's Committee's submission and proposes to adjust the content of the submission: Amend and supplement to amend Clause 7, Section A on library fees as stipulated in the List of fees and charges issued with Resolution No. 06/2020/NQ-HDND dated July 7, 2020 of the Hanoi City People's Council, submitted by the City People's Committee to the City People's Council to issue a resolution amending all regulations on library fees as stipulated in Resolution No. 06/2020/NQ-HDND dated July 7, 2020 of the City People's Council to ensure consistency with the draft resolution.
Based on the explanation and acceptance of the City People's Committee and the discussion opinions of the People's Council delegates, the Economic - Budget Committee proposed that the City People's Council pass a Resolution amending the regulations on library fees in Resolution No. 06/2020/NQ-HDND dated July 7, 2020 of the People's Council.
