The Hanoi People's Committee has just planned to implement Resolution No. 93/NQ-CP of the Government and Plan No. 337-KH/TU of the Hanoi Party Committee Standing Committee on implementing Conclusion No. 132-KL/TU dated March 18, 2025 of the Politburo on continuing to implement Directive No. 36-CT/TU, dated August 16, 2019 of the Politburo on strengthening and improving the effectiveness of drug prevention, control and combat in Hanoi.

Accordingly, the City People's Committee has deployed 7 key tasks and solutions, including: Strengthening the Party's leadership, improving the effectiveness and efficiency of state management, the core role of specialized forces and the active participation of the people in drug prevention, control and combat; organizing propaganda, dissemination and implementation of Conclusion No. 132-KL/TU; improving the effectiveness of propaganda, prevention andeducation on drug prevention and control; strengthening measures to "reduce demand" for drugs; effectively managing drug addicts, illegal drug users, people after drug rehabilitation, people who have completed drug prison sentences at their place of residence; synchronously and comprehensively deploying measures to combat and prevent the "supply" of drug-related crimes; improving the effectiveness of state management, strictly controlling legal activities related to drugs, not allowing criminals to take advantage of them to illegally produce drugs; Strengthen human resources and resources for drug prevention and control; strengthen international cooperation for drug prevention and control.
The City People's Committee assigned the City Police to advise on specific mechanisms and policies to attract organizations and individuals to participate in drug prevention and control work, focusing mainly on vocational training, loans, and job creation for people after drug rehabilitation, people who have completed their prison sentences for drug use...
At the same time, direct the police forces of units and localities to synchronously implement professional measures, concentrate forces to fight and eradicate large-scale inter-provincial and transnational drug rings, illegal synthetic drug production facilities, locations that organize and harbor illegal drug use; and resolve locations that organize and harbor illegal drug use...
Strengthen management of activities at dance halls, motels, bars, etc.; review and count illegal drug users, suspected drug users, and drug addicts; develop appropriate management, monitoring, and prevention measures; put into management the number of synthetic drug users showing signs of being "stoned" to prevent very serious and especially serious crimes caused by these subjects.
Departments, branches and sectors develop specific plans and direct affiliated units to organize drug prevention and control activities integrated with the unit's professional activities.
The People's Committees of localities direct departments, branches, sectors and organizations to implement key tasks, specific solutions, basic goals and targets for drug prevention and control work.
