On August 4, Chief of Office of the People's Committee of Cua Nam Ward ( Hanoi City) Vu Tuan Trung signed a document on information about the pilot low emission zone in the area.
According to the document of Cua Nam ward, recently on some social networking sites and electronic information pages, there has been a lot of content such as: "Cua Nam ward will ban gasoline-powered vehicles in its area and support people to switch to electric vehicles" or "Cua Nam ward is the first place to pilot the ban on gasoline-powered vehicles before expanding"...
Cua Nam Ward People's Committee said that on July 24, leaders of Hanoi People's Committee had a working session with this ward on a number of issues, including the implementation of low emission zones in the city.

At the meeting, the leaders of the Hanoi People's Committee assigned the Department of Agriculture and Environment to preside over and advise the City People's Committee to submit to the City People's Council a Resolution amending and supplementing Resolution 47/2024/NQ-HDND dated December 12, 2024. At the same time, research and develop a project for a low-emission zone in Ring Road 1, according to the People's Committee of Cua Nam Ward.
The People's Committee of Cua Nam Ward affirmed that the working session of Hanoi City leaders did not have the content as reported by some social networking sites and electronic information sites.
Regarding the conversion of clean means of transport, the People's Committee of Cua Nam Ward said that this ward will comply with Directive 20/CT-TTg dated July 12, 2025 of the Prime Minister on a number of urgent tasks, drastically preventing and solving environmental pollution and following the direction of the City.
According to Directive 20, the Prime Minister requested Hanoi City to implement solutions and measures for organizations and individuals to convert their vehicles and routes so that by July 1, 2026, there will be no motorbikes or scooters using fossil fuels (motorbikes running on gasoline and oil) circulating in Ring Road 1.
In addition, from January 1, 2028, Hanoi will have no motorbikes or scooters, and will limit personal cars using fossil fuels to circulate on Ring Road 1 and Ring Road 2; from 2030, the implementation will continue to be expanded to Ring Road 3, as requested by the Prime Minister.
Hanoi has assigned relevant agencies to study mechanisms and policies to support people in switching vehicles as well as investing in infrastructure to soon implement the Prime Minister's direction.
