Hanoi will stop electricity and water services from unlicensed and illegal constructions

Recently, the Hanoi People's Committee has issued many documents directing the resolute handling of projects put into operation without fire prevention and fighting acceptance and illegal construction projects with many synchronous solutions and measures. However, there are still cases of projects that have not been accepted for fire prevention and fighting being put into operation; the progress of overcoming projects that have not been accepted for fire prevention and fighting is still slow, not achieving the goals set in the Plan; the handling of projects built on illegal land has not been thorough and drastic.

To strictly handle projects put into operation without fire prevention and fighting acceptance and unlicensed construction projects; the City People's Committee assigned the City's Departments, branches and sectors to continue to urgently, fully, resolutely and effectively implement the assigned tasks in the city's plans and directives.

The People's Committees of districts, towns and cities shall organize the review, statistics and make a list of works that have not been accepted for fire prevention and fighting and have been put into operation in the area. Absolutely do not allow the situation of works that have not been accepted for fire prevention and fighting to be put into operation without taking handling measures (penalties, temporary suspension, suspension of operation, public announcement on the electronic information portal of the People's Committee at the district level...).

Continue to urge and guide 1 facility to seriously and urgently correct existing problems and violations of fire prevention and fighting, and end the situation of putting houses and constructions into operation without being granted a document approving the results of fire prevention and fighting acceptance before June 15, 2025.

Localities direct functional forces (construction, urban management, electricity, commune-level People's Committees, etc.) to be more drastic in grasping the situation, inspecting and strictly handling illegal construction works ( agricultural land, forestry, dike protection corridors, power grids, forest protection corridors, wrong land use purposes); rectify construction management activities, especially licensing, inspection, examination, and compliance with construction laws; organize reviews, clarify responsibilities, and strictly handle cases of non-compliance with the direction of the City People's Committee.

Construction works put into operation without fire prevention and fighting acceptance and construction works without permits or illegal constructions that are subject to measures requiring the suspension of electricity and water services according to the Resolution of the City People's Council must be inspected, recorded, and measures required to suspend electricity and water services must be implemented according to regulations.
