There are many causes of drowning accidents in children, but mainly due to the carelessness of adults. Many dangerous places can easily cause drowning, but there are no warning signs, no instructions, no guards. People still lack awareness of complying with safety regulations on preventing drowning for children, many localities have not paid attention and have not yet allocated funds to carry out this work...
What is worrying is that the organization of swimming education and drowning prevention for students still faces many difficulties in terms of facilities, many schools have not built swimming pools. The rate of students who can swim is only about 30% of high school students nationwide.
In order for students to have a safe and rewarding summer, on May 10, 2025, Prime Minister Pham Minh Chinh signed Official Dispatch No. 61/CD-TTg, which includes requirements for managing children and students to prevent accidents, injuries, and drowning. Localities andeducational institutions must implement management and education measures and strengthen coordination between schools and families to create conditions for children and students to have fun, participate in cultural and artistic activities, exercise physically, and practice life skills during the summer.
Every year, drowning claims the lives of more than 2,000 children in Vietnam, with child drowning cases occurring mainly during the summer months. Therefore, before each summer vacation, parents, caregivers and childcare facilities need to understand the risks of drowning as well as measures to prevent drowning in children.
Localities need to review areas where drowning accidents often occur or are at risk to proactively prevent and ensure children's safety during the summer holidays, rainy and stormy seasons and flood seasons. Specifically, it is necessary to install barriers and warning signs at water holes, lakes, rivers, and deep and dangerous water areas...
Localities regularly urge, inspect and supervise the implementation of work to prevent and combat injuries and drowning at schools, educational institutions and units under their management and take strict measures against units and individuals who do not seriously implement propaganda and education work to prevent and combat injuries and drowning of children and students.
Along with the participation of local authorities, schools and educational institutions need to regularly propagate and educate to raise awareness, knowledge and skills on preventing injuries, drowning, and ensuring safety in the water environment for children and students.
At the same time, schools and educational institutions open classes to teach life skills, prevent injuries and drowning on the way to school, when visiting, picnicking, going to the beach, swimming, playing in communities where there are open water sources, activities in water environments, and knowing how to safely rescue drowning victims when they see an accident.
Drowning is a completely preventable accident if children are equipped with adequate skills, knowledge and apply effective preventive measures. The Youth Union and mass organizations need to create an environment for children to play healthily; practice life skills, participate in cultural and artistic activities, physical education and sports, including swimming lessons... Only then can we achieve the goal set out in the Child Injury Prevention Program for the period 2021-2030, which is to reduce the number of children who die from drowning by 10% by 2025 and by 20% by 2030, contributing to the good implementation of Directive No. 28-CT/TU dated December 25, 2023 of the Politburo on strengthening the care, education and protection of children, meeting the requirements of developing a prosperous and happy country.
