On September 4th, at a press conference held by the Ministry of Agriculture and Environment , the issue of household waste management was raised, noting that nearly 70,000 tons of household waste are generated nationwide each day, with Hanoi and Ho Chi Minh City alone accounting for 23%. Although the overall processing rate is 91%, the actual costs far exceed the current collection fees.

According to Hanoi's proposal, household waste collection fees will increase sharply from 2025. Specifically, the current fee of 6,000 VND/person/month in wards and 3,000 VND/person/month in communes will be raised to 21,000 VND from 2025, and further increased to 43,000 VND in 2026, a sevenfold increase.
In 2024, Hanoi collected only nearly 568 billion VND in waste fees, while the cost of processing and collection amounted to approximately 2,300 billion VND. Compared to many other localities, Hanoi's current fee is significantly lower, while Ho Chi Minh City has already implemented a fee of 84,000 VND per household per month.

At the press conference, several public opinions were raised. Most argued that this method of calculation was unfair because each family generates different amounts of waste. Mr. Ho Kien Trung, Deputy Director of the Department of Environment, stated that many models for calculating fees are based on volume, weight, or the amount of water and electricity consumed worldwide . According to him, Hanoi's proposal to charge a waste collection fee per person is also a method of calculation, but it must ensure that the calculation is accurate and reflects the total amount of waste generated.
Among household waste types, organic waste from food currently accounts for up to 60% but is not being processed effectively. The Ministry of Agriculture and Environment encourages localities to cooperate with businesses to utilize this resource for biomass electricity production and organic fertilizer production.


Presiding over the press conference, Deputy Minister Phung Duc Tien acknowledged that the technological challenge of waste treatment remains difficult, even for localities with strong financial resources. He proposed providing early support to localities in accessing modern technology and adjusting waste treatment prices to incentivize businesses to participate.
