Hanoi strengthens discipline, order and responsibility in handling work of Party committees

The Hanoi Party Committee has just issued Resolution No. 21-NQ/TU of the 13th Conference of the 17th Party Executive Committee of the City (term 2020-2025).

After reviewing and discussing the submissions, projects, and reports, the City Party Committee agreed on the reports submitted by the Standing Committee of the City Party Committee to the Conference, including: Report on the mid-term review of the work of Party building and rectification and the political system at all levels during the 17th Hanoi Party Congress and orientation of key tasks until the end of the 2020-2025 term. Report on the two-year review of the pilot implementation of the urban government model according to Resolution No. 97/2019/QH14 dated November 27, 2019 of the National Assembly on the pilot implementation of the urban government model in Hanoi.

The City Party Executive Committee assigned the Standing Committee of the City Party Committee to study and absorb the discussion opinions of the delegates attending the conference, report on the reception and explanation of the Standing Committee of the City Party Committee to complete the above reports and sign and issue according to authority.

The City Party Executive Committee basically agreed with the content of the reports and submissions submitted by the Party Executive Committee of the City People's Committee at the Conference, including: Report on the results of implementing the tasks of socio-economic development, national defense, security and foreign affairs in the mid-term of the 17th City Party Congress, orientation of key tasks until the end of the 2020 - 2025 term;

Adjust the City-level Public Investment Plan for 2023, orient the Hanoi City Public Investment Plan for 2024, assess the mid-term situation and update and adjust the City-level Medium-Term Public Investment Plan for the period 2021-2025;

Report on the situation and results of implementing the breakthrough in: "Developing human resources, especially high-quality human resources, human resources for social management, economic management, human resources for the cultural and tourism sectors... Building and developing a creative learning ecosystem, an innovative startup ecosystem; Attracting and employing domestic and foreign talents, meeting the requirements of sustainable development and international integration; Promoting the strong development of science, technology and innovation in the whole society; Exploiting and maximizing the intellectual resources of experts, scientists, intellectuals and artists in the city.

Strongly arouse the spirit of patriotism, national pride, self-reliance and the aspiration to build the Capital into a livable place. Promote awareness, responsibility, social ethics, living and working according to the Constitution and the law. Make Hanoi culture and people truly become great spiritual values, important resources deciding the development of the Capital".

The City Party Executive Committee assigned the Party Committee of the City People's Committee to study and absorb as much as possible the opinions of the delegates and reports on the reception and explanation of relevant agencies and units to complete the above submissions and reports and implement the next steps in accordance with the procedures and regulations and ensure the set progress and quality.

The City Party Executive Committee also agreed with the Mid-term Reports on the implementation of the 10 Work Programs of the 17th City Party Committee; assigned the Steering Committees of the Work Programs to continue promoting strengths, gradually overcoming shortcomings and limitations to strive to complete the targets of the proposed programs.

The City Party Executive Committee unanimously approved the draft Directive of the Standing Committee of the City Party Committee on strengthening discipline, order and responsibility in handling the work of Party committees at all levels, localities and units under Hanoi City; Assigning the Standing Committee of the City Party Committee to direct the City Party Committee's Organization Board to absorb and complete it for submission to the Standing Committee of the City Party Committee for consideration and promulgation according to regulations.

Assign the Standing Committee of the City Party Committee to base on discussion opinions to direct the development and promulgation of the Conference's Conclusion as a basis for the Party Committee, government, political system and cadres, party members, civil servants, public employees and workers at all levels of the City to organize and implement.

The City Party Executive Committee calls on Party committees at all levels, authorities, the Fatherland Front, socio-political organizations from the city to the grassroots level, cadres, party members, armed forces, people of all walks of life, and the business community of the capital to continue promoting the tradition of solidarity, unity, responsibility, bravery and creativity, determined to overcome difficulties and challenges, highly concentrate, strive to successfully carry out the political tasks of 2023 and the entire term; Contribute to the successful implementation of the Resolution of the 17th Congress of the Hanoi Party Committee and effectively implement the Resolution of the 13th National Party Congress.
