On the afternoon of July 25th, in Hanoi, Comrade Vuong Dinh Hue, Member of the Political Bureau and Chairman of the National Assembly, held a working session with the Standing Committee of the Hanoi City Party Committee regarding the implementation of National Assembly resolutions in the capital city.
Attending the working session were Comrade Nguyen Khac Dinh, Member of the Central Committee of the Party, Vice Chairman of the National Assembly ; other members of the Central Committee of the Party, members of the Standing Committee of the National Assembly, ministers and leaders of relevant ministries, departments, and agencies.
Representing Hanoi were Comrade Dinh Tien Dung, Member of the Political Bureau and Secretary of the Hanoi Party Committee; Tran Sy Thanh, Member of the Central Committee of the Party and Chairman of the Hanoi People's Committee; and other members of the Standing Committee of the Hanoi Party Committee and key leaders of Hanoi city.

At the meeting, representatives from the National Assembly's agencies and relevant ministries and sectors highly appreciated the results Hanoi has achieved in recent years, especially its relatively effective utilization of the specific policies stipulated in the National Assembly's resolutions. After 15 years of expanding its administrative boundaries, the city's appearance has changed significantly.

Over the past half-term, Hanoi has achieved remarkable results, including high GRDP growth; city budget revenue exceeding projections; accelerated application of science and technology in high-tech agriculture; and successful new rural development.
The delegates also focused on discussing and clarifying issues related to evaluating the implementation of National Assembly resolutions, the progress of drafting the revised Law on the Capital City, and the main contents of the revised draft Law on the Capital City to ensure feasibility, consistency, effectiveness, and to promote the development of the Capital City in the coming time...
Concluding the working session, National Assembly Chairman Vuong Dinh Hue stated that, in the context of a volatile global economy and a domestic situation with both advantages and difficulties, Hanoi has made efforts to effectively implement the Resolution of the 13th National Congress of the Party, the Resolution of the 17th Congress of the Hanoi City Party Committee, and specialized resolutions of the Central Committee, the National Assembly, the Government, and the City, achieving quite comprehensive and important results.
Hanoi quickly brought the Covid-19 pandemic under control and promptly restored its economic and social development with a systematic approach, outlining 10 action programs. Party building, the political system, and the activities of the National Assembly delegation and the People's Council are highlights of the capital's achievements.

Looking ahead, the Chairman of the National Assembly suggested that Hanoi continue to review its mid-term tasks to achieve faster and more breakthrough development, assess its ability to complete socio-economic development targets for the entire term; improve public investment, actively implement existing plans; and clarify the reasons why the city's overall capacity has declined compared to the national average.
Regarding the draft Law on the Capital City (amended), the Chairman of the National Assembly emphasized that this is a great opportunity to create advantages to help Hanoi develop and rise to a new level and position in the country, the region, and the world. The amendment of the Law on the Capital City needs to closely adhere to the guidelines, policies, and requirements set forth in the resolutions of the Central Committee and the Politburo.
The Chairman of the National Assembly noted that Hanoi needs to summarize practical experiences to have a basis for proposing and creating policies for the development of the capital city; institutionalizing the latest and most direct viewpoints related to Hanoi, especially Resolution No. 15-NQ/TW of the Politburo on the direction and tasks for the development of Hanoi until 2030, with a vision to 2045.
The goal is to build and develop the capital city to be worthy of being the national political nerve center, the heart of the country, a major center for economy, culture, education and training, science and technology, and international integration. "Building Hanoi into a smart, modern, green, clean, beautiful, secure, safe, rapidly and sustainably developing city with a ripple effect to promote the development of the Red River Delta, the Northern key economic region, and the entire country," the National Assembly Chairman said.
The Chairman of the National Assembly emphasized that the Law on the Capital City is essentially a law on decentralization. Developing the capital city is not solely the responsibility of Hanoi, but also the responsibility of the entire country. Therefore, the regulations in the draft Law on the Capital City (amended) need to be developed in the direction of strong decentralization, innovation in governance models, and enhancement of the autonomy and accountability of the capital city's government in all aspects of economic and social life.
The draft law must help the capital city overcome difficulties and obstacles, and address current limitations and shortcomings, primarily regarding financial mechanisms and policies for infrastructure development, environmental pollution control, relocation of medical and educational facilities out of the inner city, renovation of old apartment buildings, and stalled projects.

The Chairman of the National Assembly noted that the draft Law on the Capital City (amended) must concretize the nine policy groups that the Government submitted to the National Assembly for decision when proposing to add this draft law to the 2023 Law and Ordinance Drafting Program.
During the drafting process of the law, Hanoi needs to consult with experts, scientists, and the public; organize seminars and workshops to gather broad opinions on the draft law.
