Hanoi proposes a monthly allowance for domestic consultants working full-time per month, which is no more than VND40 million/month in 3 cases. These are:

Experts with a doctorate or higher in consulting or a master's degree in consulting with 8 years or more of experience in the 3 fields of digital transformation, administrative procedure reform, and administrative procedure restructuring.

Consultants have a university degree in the relevant consulting field and have 15 years or more of experience in the field of digital transformation, administrative procedure reform, and administrative procedure restructuring.

Consultants take on the position of consulting team leader or preside over organizing and managing tasks in the consulting category of digital transformation, administrative procedure reform, and administrative procedure restructuring.

Hanoi also offers a salary of 15 - 30 million VND/month for consultants on digital transformation, administrative procedure reform, and administrative procedure restructuring for those with a university or master's degree or 3 to 15 years of work experience.

According to the drafting agency, this policy will attract qualified and experienced experts to work at the Public Administration Service Center.

Having a consultant will help the officers and civil servants of the Public Administration Service Center access specialized knowledge, practical experience and solve problems in a new direction, bringing efficiency, practical value and science .
