The Hanoi Traffic Management and Operation Center has just issued an urgent document requesting bus and train operators to be ready to respond to storm No. 3 and the risk of heavy rain and flooding affecting public transport activities.
Accordingly, public passenger transport service providers need to coordinate and deploy preventive solutions and respond promptly and effectively to the actual developments of storms and extreme weather.
Bus passenger transport businesses must closely follow weather forecasts and proactively propose flexible operating plans, including adjusting operating hours or temporarily suspending routes if the weather conditions worsen.
At the same time, prepare drivers and backup vehicles to evacuate passengers at points at risk of congestion, flooding or incidents.
In addition, units need to arrange vehicles to support the transfer of people through deeply flooded areas, ensuring safety for passengers, workers and vehicles.
For the two urban railway lines, Hanoi Railway One Member Co., Ltd. is required to closely monitor warning bulletins and storm developments to develop appropriate operating plans for the two operating lines (Line 2A Cat Linh - Ha Dong and Line Nhon - Hanoi Station).
If necessary, the route can be adjusted or temporarily suspended to ensure absolute safety for passengers, train drivers and trains.
Along with that, technical inspection and supervision work has been strengthened; spare materials, rescue equipment, and human resources have been prepared, ensuring timely handling of situations arising during and after the storm.
Hanoi Metro has synchronously deployed many specific measures such as covering all important equipment (announcement speakers, PIS boards, cabin clocks, station display systems, etc.); temporarily cutting off power to display devices during the storm; temporarily suspending the operation of escalators and outdoor elevators; reinforcing and barricading low-lying areas, and increasing warning signs of danger.
On-duty teams are deployed at key points such as outdoor stations, elevated sections, Depot areas and areas at risk of flooding. 100% of the operational and technical staff are required to be on duty and ready to be mobilized when required. Field, equipment and technical infrastructure inspections are enhanced to promptly detect and handle safety risks such as fallen trees, falling objects, loose roofs, etc.
Hanoi Metro has developed a detailed response plan based on the motto "4 on-site" (on-site command, on-site forces, on-site means, on-site logistics) and "3 ready" (ready to prevent, ready to respond, ready to overcome consequences), demonstrating a proactive spirit and high responsibility to the people.
