Ha Tinh "finalizes" the first resettlement location for the North-South high-speed railway

(Baohatinh.vn) - Ha Tinh has selected a location to build the first resettlement area to serve the site clearance work for the high-speed railway project on the North-South axis.

The high-speed railway project on the North-South axis passing through Ha Huy Tap ward is 9.1 km long, with a site clearance area of ​​about 71 hectares.

Deputy Director of the Department of Construction Le Anh Son said: The Provincial People's Committee has agreed on the location and scale to organize the survey, complete the procedural documents and establish an investment project to build a resettlement area in Lien Vinh village, Ha Huy Tap ward (formerly Thach Dai commune, Ha Tinh city) to serve the construction of the high-speed railway project on the North-South axis.

The province also assigned the People's Committee of Ha Huy Tap ward and the Chairman of the People's Committee of the ward to decide on investment, organize the establishment, appraisal, approval and implementation of the project.

The People's Committee of Ha Huy Tap Ward is requested to urgently organize and implement the documents, procedures, establish a progress roadmap and related contents to invest in the construction of resettlement areas in accordance with the provisions of law, instructions on investment in the construction of resettlement areas of the Central Government and the Department of Construction.

The implementation process must be timely, in accordance with procedures and legal regulations, without causing loss or waste. The Chairman of the People's Committee of Ha Huy Tap Ward is fully responsible before the law, the Provincial People's Committee, the Chairman of the Provincial People's Committee and the inspection, examination and auditing agencies for the content and implementation process of the project to ensure compliance with regulations; deploy on time to serve the project commencement on August 19, 2025 according to the Government 's plan.

Localities in Ha Tinh have started site clearance work for the high-speed railway project on the North-South axis.

For the remaining resettlement areas, the province assigned the People's Committees of communes and wards to organize the establishment of detailed planning and master planning in accordance with regulations; complete the planning approval no later than August 15.

The Department of Construction, the Department of Finance and relevant units shall promptly provide guidance and resolve difficulties and obstacles for localities in the process of implementing planning and building resettlement areas to serve the high-speed railway project on the North-South axis.

According to the plan, the goal is to start construction of the remaining resettlement areas simultaneously in October 2025 and basically complete them before June 2026. The early completion of the construction of resettlement areas is a very important task to facilitate the handover of at least 80% of the project site before December 2026 and the handover of the entire site before December 2027, meeting the general progress requirements of the Government.

The high-speed railway project on the North-South axis passes through 18 communes and 5 wards of the province with a total length of about 103.42 km. On the section passing through Ha Tinh, there are 3 stations (2 passenger stations, 1 freight station).

According to the review of localities, the entire route through Ha Tinh is expected to affect nearly 2,000 households, of which about 1,279 households must be resettled. Localities proposed planning to build 35 resettlement areas with a total area of ​​about 87.4 hectares, with an estimated cost of about 1,100 billion VND.

The Standing Committee of Ha Tinh Provincial Party Committee has established a Steering Committee for Project Site Clearance and Compensation, with Provincial Party Secretary Nguyen Duy Lam as Head of the Committee, Chairman of the Provincial People's Committee Vo Trong Hai as Permanent Deputy Head of the Committee, and Vice Chairmen of the Provincial People's Committee as Deputy Heads of the Committee.

The Provincial People's Committee has assigned specific tasks to each relevant department, branch, unit, and locality to implement site clearance work, detailed plans for construction of resettlement areas, striving to hand over at least 80% of the site clearance area to investors by December 2026.
