Ha Tinh province announces important decisions on administrative unit rearrangement, organizational structure, and personnel.

Vice Chairman of the National Assembly Vu Hong Thanh led the Central working group to attend the conference announcing important decisions organized by the Standing Committee of the Ha Tinh Provincial Party Committee in a hybrid format combining in-person and online participation, and broadcast live on television and radio to 69 commune and ward locations.

On the morning of June 30th, Ha Tinh province solemnly held a ceremony to announce the Resolutions of the National Assembly and the Standing Committee of the National Assembly on the termination of district-level administrative units, the reorganization of commune-level administrative units; the decision to establish commune-level Party committees; the appointment of personnel for Party committees, leaders of People's Councils, People's Committees, and Fatherland Front Committees at the commune level; and personnel matters.

Attending the ceremony from the Central Government were Central Committee members: Vu Hong Thanh - Vice Chairman of the National Assembly, Phan Van Mai - Chairman of the National Assembly's Economic and Financial Committee; Nguyen Thanh Binh - Chairman of the Vietnam Association of the Elderly; and representatives from several ministries, departments, and central agencies.

Representing Ha Tinh province were Comrade Nguyen Duy Lam - Secretary of the Provincial Party Committee; Comrade Tran The Dung - Standing Deputy Secretary of the Provincial Party Committee; Comrade Vo Trong Hai - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; former provincial leaders; members of the Standing Committee of the Provincial Party Committee, members of the Provincial Party Committee Executive Committee; leaders of relevant departments, agencies, units and localities; and the secretaries of the 69 newly established communes and wards.

The ceremony was held in a hybrid format, combining in-person and online participation, and was broadcast live on television and radio to 69 locations in communes and wards.

Ha Tinh province is reorganizing and establishing 69 commune-level administrative units.

At the beginning of the ceremony, delegates listened to the Standing Deputy Secretary of the Provincial Party Committee, Tran The Dung, announce the resolutions and decisions of the National Assembly , the Standing Committee of the National Assembly, the Central Committee of the Vietnam Fatherland Front, the Provincial Party Committee, and the Standing Committee of the Provincial Party Committee regarding the rearrangement of administrative units, organizational structure, and personnel.

On June 16, 2025, the National Assembly passed Resolution No. 23/2025/QH15 amending and supplementing a number of articles of the Constitution of the Socialist Republic of Vietnam, according to which the administrative units of the Socialist Republic of Vietnam are organized into two levels, including provinces and centrally-administered cities, and administrative units below provinces and centrally-administered cities as prescribed by law; the operation of district-level administrative units nationwide will cease from July 1, 2025.

On June 16, 2025, the Standing Committee of the National Assembly passed Resolution No. 1665/NQ-UBTVQH15 on the reorganization of commune-level administrative units in Ha Tinh province in 2025. After the reorganization, Ha Tinh province will have 69 commune-level administrative units, including 60 communes and 9 wards; of which 58 communes and 9 wards were formed after the reorganization, and 2 communes, Son Kim 1 and Son Kim 2, were not reorganized.

Comrade Vu Hong Thanh - Member of the Central Committee of the Party, Vice Chairman of the National Assembly, presented the Resolution of the Standing Committee of the National Assembly to the Standing Committee members of the Ha Tinh Provincial Party Committee.

The Standing Committee of the Provincial Fatherland Front Committee for the 2024-2029 term consists of 9 members.

The ceremony also heard the announcement of Decision No. 502/QD-MTTW-BTT dated June 25, 2025, of the Standing Committee of the Central Committee of the Vietnam Fatherland Front on recognizing the positions in the Standing Committee of the Vietnam Fatherland Front Committee of Ha Tinh province for the 2024-2029 term, consisting of 9 people.

Previously, the Standing Committee of the Provincial Party Committee issued Decision No. 1513-QD/TU dated June 23, 2025, on the establishment of the Vietnam Fatherland Front Committee of Ha Tinh province. The Vietnam Fatherland Front Committee of Ha Tinh province has legal personality, its own seal, and a separate account as prescribed. The decision takes effect from July 1, 2025.

List of the Standing Committee of the Provincial Fatherland Front Committee for the 2024-2029 term:

1. Mr. Tran Nhat Tan holds the position of Chairman of the Vietnam Fatherland Front Committee of the province.

2. Mr. Nguyen Van Danh holds the position of Vice Chairman of the Vietnam Fatherland Front Committee of the province, and is also the Chairman of the Provincial Federation of Labor.

3. Mr. Ngo Van Huynh holds the position of Vice Chairman of the Vietnam Fatherland Front Committee of the province, and is also the Chairman of the Provincial Farmers' Association.

4. Ms. Nguyen Ny Huong holds the position of Vice Chairperson of the Vietnam Fatherland Front Committee of the province, and is also the Secretary of the Ho Chi Minh Communist Youth Union of the province.

5. Ms. Nguyen Thi Le Ha holds the position of Vice Chairperson of the Vietnam Fatherland Front Committee of the province, and is also the Chairperson of the Provincial Women's Union.

6. Mr. Nguyen Duc Toi holds the position of Vice Chairman of the Vietnam Fatherland Front Committee of the province, and is also the Chairman of the Provincial Veterans Association.

7. Mr. Thai Ngoc Hai holds the position of Vice Chairman of the Vietnam Fatherland Front Committee of the province.

8. Ms. Ha Thi Viet Anh holds the position of Vice Chairperson of the Vietnam Fatherland Front Committee of the province.

9. Ms. Pham Thi Thu Ha holds the position of Vice Chairperson of the Vietnam Fatherland Front of the province.

The operation of 12 district-level Party committees has concluded, and 69 commune and ward-level Party committees have been established.

The ceremony continued with the announcement of Decision No. 1296-QD/TU dated June 17, 2025, of the Standing Committee of the Provincial Party Committee on the termination of operations of 12 district-level Party committees. Accordingly, the Standing Committee of the Provincial Party Committee decided to terminate the operations of 12 district-level Party committees (districts, towns, cities) under the Ha Tinh Provincial Party Committee from July 1, 2025.

Specifically, these include: the Party Committee of Ky Anh town, the Party Committee of Ky Anh district, the Party Committee of Cam Xuyen district, the Party Committee of Ha Tinh city, the Party Committee of Thach Ha district, the Party Committee of Can Loc district, the Party Committee of Hong Linh town, the Party Committee of Nghi Xuan district, the Party Committee of Duc Tho district, the Party Committee of Huong Son district, the Party Committee of Vu Quang district, and the Party Committee of Huong Khe district.

Also at the ceremony, delegates heard the announcement of the Provincial Party Standing Committee's decisions on the establishment of 69 commune and ward Party committees.

On June 17, 2025, the Standing Committee of the Provincial Party Committee issued decisions on the establishment of 69 commune and ward Party committees as the direct superior Party committees of grassroots Party organizations, directly under the Ha Tinh Provincial Party Committee, effective from July 1, 2025; and issued decisions appointing the executive committee, standing committee, secretary, and deputy secretary of the Party committees of the 69 communes and wards.

On June 19, 2025, the Standing Committee of the Provincial Party Committee issued decisions appointing the inspection committees, chairpersons, and vice-chairpersons of the inspection committees of 69 communes and wards.

The Standing Committee of the Provincial People's Council has issued resolutions appointing the chairmen, vice-chairmen, and heads of the People's Council committees; and appointing the chairmen and vice-chairmen of the People's Committees of 67 newly established communes and wards (the two communes not merged are Son Kim 1 and Son Kim 2).

On June 20, 2026, the Provincial Fatherland Front Committee issued decisions to establish Fatherland Front committees in 69 new communes and wards.

34 officials were reassigned and rotated.

The ceremony also announced the decisions and policies of the Provincial Party Standing Committee on personnel matters. Accordingly, 14 comrades were transferred to provincial-level departments and agencies; and 20 comrades were rotated and transferred to communes and wards. These decisions and policies are effective from July 1, 2025.

In his congratulatory remarks, Vice Chairman of the National Assembly Vu Hong Thanh highly appreciated the achievements Ha Tinh has made in nearly 40 years of implementing the reform policy and more than 30 years since the province's re-establishment. Ha Tinh has undergone a strong transformation, rising to become a bright spot in the North Central region.

Highlighting the important resolutions recently issued by the National Assembly regarding the reorganization of the administrative apparatus, the Vice Chairman of the National Assembly also acknowledged the proactive, urgent, and serious spirit of Ha Tinh in developing and finalizing the plan for reorganizing commune-level administrative units.

The Vice Chairman of the National Assembly stated that Ha Tinh is one of 11 provinces and cities nationwide that did not undergo mergers. This is a significant advantage, allowing the province to proactively organize the implementation. Therefore, to ensure that the new administrative units quickly stabilize, operate in an orderly and efficient manner, and maximize the objectives of the restructuring, the province needs to continue to thoroughly disseminate the Central Committee's policies and resolutions on administrative unit restructuring to all levels of Party committees, Party organizations, and cadres and Party members.

The Standing Committee of the Provincial Party Committee continues to focus intensely on leadership and guidance, ensuring that the newly established administrative units quickly stabilize their organization and begin operating in an orderly manner. They are urgently issuing working regulations, clearly assigning functions, tasks, and powers to each organization and individual; ensuring discipline and order in management, and effective coordination in the implementation of official duties.

In particular, it is necessary to ensure the full and continuous maintenance of services for the people and businesses; absolutely no interruptions should occur in the provision of public administrative services and social welfare policies that affect the legitimate rights and interests of the people and production and business activities in the area.

Continue to strengthen propaganda and mobilization efforts to create social consensus, contributing to the successful achievement of the goal of building a streamlined government that operates effectively and efficiently, truly a government of the people, by the people, and for the people.

Continue to innovate working methods, reform administrative procedures, strengthen the application of information technology, build e-government, and aim towards building digital government at the new commune and ward levels. At the same time, it is necessary to promptly develop a plan to review, arrange, exploit, and effectively utilize office buildings, public assets, and resources after the reorganization, avoiding loss and waste.

Based on the new administrative boundaries, it is requested that Ha Tinh province urgently review the provincial planning and related specialized plans, and promptly develop synchronized and unified plans for the new communes and wards. Alongside stabilizing the organizational structure, the province needs to proactively and actively prepare for and successfully organize the Party congresses of the new communes and wards, as well as the 20th Provincial Party Congress.

The staff assigned and appointed to agencies and units after reorganization should maximize their dedication, demonstrate initiative, unity, creativity, and dynamism in action, adapt flexibly to new requirements, and dare to think, act, and take responsibility for the common good. In particular, it is necessary to define their role and responsibility as the "leaders" of the reorganized administrative agencies and units. They must be the center of unity, the nucleus of inspiration, so that the entire political system and all strata of the people agree, trust, and act together to quickly catch up with tasks, firmly grasp the local area, effectively resolve emerging issues, and maintain political stability to serve socio-economic development.

"During the implementation of the resolution, the Standing Committee of the National Assembly and other National Assembly agencies will continue to closely monitor and supervise its implementation, while also listening to the recommendations of localities to improve the institutional framework, ensuring its feasibility and suitability to the practical model of a two-tiered local government," the Vice Chairman of the National Assembly affirmed.

On behalf of the provincial leadership, Provincial Party Secretary Nguyen Duy Lam acknowledged the directives from the Vice Chairman of the National Assembly; and expressed his commitment to promptly concretizing them in leadership, guidance, and management, and to successfully implement the tasks and objectives in the next phase.

The Provincial Party Secretary expressed his hope that in the coming time, Ha Tinh will continue to receive the regular attention, leadership, guidance, and support from the Central Party Committee, the National Assembly, the Government, and ministries and agencies so that Ha Tinh can continue to move steadily forward on the path of innovation and development.

Regarding future tasks, the Provincial Party Secretary requested that all Party committees, governments, and the entire political system work together with the spirit of "Unity - Democracy - Discipline - Breakthrough - Development" to bring the newly established commune-level government apparatus into stable operation and development. The focus should be on continuing to closely follow the leadership and guidance of the Central Government and the province, implementing them seriously, promptly, and decisively, ensuring synchronization, uniformity, smooth operation, effectiveness, and efficiency of the two-level local government. It is also crucial to quickly stabilize and consolidate the organization, issue working regulations and coordination guidelines; clearly assign tasks, operate the public administrative center effectively; and promptly and efficiently resolve administrative procedures for citizens and businesses, preventing bottlenecks, inconveniences, and disruptions.

Timely review and adjustment of the overall planning, restructuring the development space towards synchronization and modernization; focusing on developing digital infrastructure and promoting comprehensive digital transformation to improve the effectiveness and efficiency of the administrative apparatus and the quality of service to the people.

Party committees, government agencies, and organizations within the political system need to focus on building national unity, promoting the responsibility and exemplary role of leaders; doing a good job of ideological work for cadres, party members, and workers; and resolving policy issues for eligible individuals in accordance with regulations. They should also promptly prepare and organize the party congresses of communes and wards, and the elections of National Assembly and People's Council representatives at all levels for the next term.

After the ceremony at the provincial level concluded, the commune and ward levels continued to present decisions on: appointing personnel for the Party Committee, Standing Committee, Secretary, and Deputy Secretary; appointing the Inspection Committee, its Chairman and Vice-Chairman; appointing the Chairman, Vice-Chairman, and Heads of Committees of the People's Council; appointing the Chairman and Vice-Chairman of the People's Committee; and appointing personnel for the Fatherland Front Committee and other political and social organizations at the commune and ward levels.

Also this morning (June 30), provinces and cities nationwide simultaneously held solemn ceremonies to announce the National Assembly's resolutions on the merger of provinces and cities, the resolutions of the National Assembly Standing Committee on the rearrangement of commune-level administrative units, and resolutions and decisions on organizational structure and personnel in localities.

The country still has 34 provinces and cities; there are no district-level administrative units; the number of commune-level administrative units is 3,321.
