At the conference, delegates listened to Prime Minister Pham Minh Chinh deliver a presentation on "The key and core content of Resolution No. 68-NQ/TW dated May 4, 2025, of the Politburo on the development of the private economy and the action plan to implement Resolution No. 68-NQ/TW".

Resolution No. 68-NQ/TW sets the goal that by 2030, the private sector will be the most important driving force of the national economy; a pioneering force in the development of science and technology, innovation and digital transformation, contributing to the successful achievement of the goals of Resolution No. 57-NQ/TW, dated December 22, 2024, of the Politburo and other policies and guidelines of the Party.

The resolution aims to have 2 million active businesses in the economy, 20 active businesses per 1000 people; and at least 20 large businesses participating in global value chains.
The average growth rate of the private sector is approximately 10-12% per year, higher than the growth rate of the national economy; contributing about 55-58% of GDP, about 35-40% of total state budget revenue, and providing employment for about 84-85% of the total workforce; labor productivity increases by an average of about 8.5-9.5% per year.
Vietnam's technological level, capabilities, innovation, and digital transformation rank among the top 3 ASEAN countries and the top 5 countries in the Asian region.

Regarding the vision for 2045, the resolution stipulates that Vietnam's private economy will develop rapidly, strongly, and sustainably, actively participating in global production and supply chains; possessing high competitiveness in the region and internationally; striving to have at least 3 million businesses operating in the economy by 2045; contributing approximately over 60% of GDP.

Next, the conference heard National Assembly Chairman Tran Thanh Man deliver a presentation on the topic of "The core content of Resolution No. 66-NQ/TW dated April 30, 2025, of the Politburo on reforming the work of lawmaking and enforcement to meet the requirements of national development in the new era and the action plan to implement Resolution No. 66-NQ/TW".
Resolution No. 66-NQ/TW sets the goal that by 2030, Vietnam will have a democratic, fair, synchronous, unified, open, transparent, and feasible legal system with a strict and consistent implementation mechanism, ensuring the legal basis for the normal, continuous, and smooth operation of agencies after organizational restructuring, resolving obstacles arising from practice, paving the way for development, and mobilizing all citizens and businesses to participate in socio-economic development so that by 2030, Vietnam will be a developing country with modern industry and high middle income.

The resolution sets out the following goals: By 2025, essentially complete the removal of "bottlenecks" caused by legal regulations; by 2027, complete the amendment, supplementation, and promulgation of new legal documents to ensure a synchronized legal basis for the operation of the state apparatus under the three-tiered government model; by 2028, perfect the legal system on investment and business, contributing to placing Vietnam's investment environment among the top three ASEAN countries.
The resolution sets out a vision for 2045: Vietnam will have a high-quality, modern legal system that approaches advanced international standards and practices, is consistent with the country's realities, is strictly and consistently implemented, respects, guarantees, and effectively protects human rights and civil rights; the supremacy of the Constitution and laws becomes the standard of conduct for all subjects in society; and modern national governance with a streamlined, efficient, effective, and effective state apparatus meets the requirements of rapid and sustainable national development, becoming a developed, high-income country with a socialist orientation by 2045.
The meeting point is the Party Committee of the provincial Party agencies and the Party Committee of the People's Committee of Ha Tinh province.
The resolution also outlines seven major groups of tasks and solutions to effectively achieve the stated objectives.
In the final part of the conference program, delegates listened to an important keynote speech by General Secretary To Lam on the two resolutions that had just been issued.
Delivering a keynote address at the conference, General Secretary To Lam affirmed the important significance of the resolutions recently issued by the Politburo.
The General Secretary stated that, after nearly 40 years of persistently implementing the reform process, our country has achieved tremendous successes. The reforms and innovations being implemented are not only an objective requirement of development but also a mandate from the nation's future.

The General Secretary emphasized that Resolution 57-NQ/TW dated December 22, 2024, of the Politburo on breakthroughs in the development of science, technology, innovation, and national digital transformation, defining the vision until 2045, Resolution 59-NQ/TW dated January 24, 2025, of the Politburo on "International integration in the new situation," and the two resolutions just conveyed at the conference are important resolutions, fundamental institutional pillars, creating strong momentum to move our country forward in the new era, realizing the vision of a developed, high-income Vietnam by 2045.
The conference was broadcast online to commune-level locations throughout the province.
The common breakthrough of all four resolutions is a new development mindset: from "management" to "service," from "protection" to "creative competition," from "passive integration" to "active integration," and from "fragmented reform" to "comprehensive, synchronized, and profound breakthrough."
Recognizing the current context, General Secretary To Lam requested that each Party committee, Party organization, cadre, and Party member thoroughly understand the spirit of the resolutions, concretize them into practical action programs and plans; and at the same time, highly promote a sense of responsibility, innovate thinking, make breakthroughs in action, and be determined to make international integration a powerful driving force, enabling Vietnam to rise higher and further on the international stage.
Closely monitor and supervise the implementation to ensure genuine transformation throughout the entire system.
The General Secretary emphasized the urgent tasks for 2025, focusing on: quickly finalizing and promulgating national action programs and plans to implement the four resolutions, ensuring close coordination, clearly defining goals, tasks, roadmaps, and specific assignments. Simultaneously, establishing a set of indicators for periodic monitoring and evaluation.
Urgently conduct a comprehensive review of the legal system, and implement amendments, additions, replacements, or repeal of inadequate regulations in accordance with the spirit of Resolution 66-NQ/TW. Immediately launch key programs on science and technology, innovation, and digital transformation; approve and implement national programs; and establish new innovation centers…
Delegates at the Center for Disease Control and Prevention's remote location listened to the directive speech of General Secretary To Lam.
Focus on negotiating and effectively implementing new-generation FTAs; proactively prepare for participation in new agreements; and leverage integration commitments to translate them into actual growth.
Make breakthroughs in improving the investment and business environment. Strengthen the leadership, direction, and coordination apparatus for implementing resolutions; ensure a unified direction mechanism and regular inspection and supervision.
Prioritize training and developing human resources to implement the resolution. Strengthen communication, create social consensus, and mobilize public intelligence for the implementation process.
The General Secretary requested that leaders at all levels, from the central to local levels, uphold their pioneering and exemplary roles; that the entire Party, people, and army be determined to successfully implement the tasks of socio-economic development, national defense and security, and improving the people's lives. The people and businesses must be identified as the center and creative agents in development. It is necessary to strongly cultivate the national entrepreneurial spirit, unleash the innovative resources throughout society, develop the digital economy, knowledge economy, green economy, and circular economy, and propel Vietnam forward rapidly and strongly on the path of modernization and integration.
