Faced with pressure from rising commercial housing prices, developing social housing is an urgent issue to ensure stable housing for low-income people and workers.
Beyond its immediate social welfare significance, this is also a long-term strategy contributing to retaining labor, stabilizing the population, and promoting sustainable socio-economic development. Implementing the "1 million social housing units" project under Decision 338/QD-TTg of the Prime Minister, Ha Tinh province has been assigned the target of completing 3,700 units by 2030.

To implement the project, the province recently established a Steering Committee for Social Housing Development, chaired by the Chairman of the Provincial People's Committee, to strengthen the supervision and inspection of the implementation of social housing development in the province, and to promptly resolve difficulties and obstacles during the implementation process. The Department of Construction has advised on adjusting and supplementing the Ha Tinh Provincial Housing Development Program for the period 2021-2030, ensuring its alignment with the socio-economic development orientations and objectives according to the Provincial Planning and the national housing development strategy.
Furthermore, the province also prioritizes allocating land for the construction of social housing in projects. According to information from the Department of Construction, to date, the province has 13 detailed planning projects for commercial housing and urban areas with a total area of 784.62 hectares (5 projects have received investment approval; 7 projects are currently undergoing related investment and construction procedures - PV). Of these, investors have ensured the allocation of 20% of the total residential land area as stipulated for the construction of social housing, totaling nearly 50 hectares.

In industrial parks (IPs) - where many immigrant workers are concentrated, Ha Tinh has instructed the arrangement of land funds to build workers' housing, especially in key projects such as: Bac Thach Ha Industrial Park (Thach Ha), Gia Lach Industrial Park expansion (Nghi Xuan), Vinhomes Vung Ang Industrial Park infrastructure investment project (Ky Anh town)...
The planning and allocation of land in these areas not only contributes to the completion of industrial infrastructure but also creates conditions to ensure long-term housing for workers. Mr. TVN, a worker at the Vung Ang Economic Zone, said: “My wife and I work in the same industrial park, and our income is low, so we still face difficulties with housing. If we are given the opportunity to buy social housing, we are willing to register to stabilize our lives.”

In 2025, Ha Tinh aims to complete investment and construction procedures to commence the construction of 488 social housing units in Tran Phu ward (Ha Tinh city); simultaneously, it will finalize the dossier for approval of the investment policy for the social housing project in Thach Trung ward (Ha Tinh city) with a scale of 1,500 units and the new urban area project in Ky Trinh ward (Ky Anh town), with an expected scale of approximately 1,200 social housing units.
With these projects, investors are responsible for directly building social housing or synchronously investing in technical infrastructure systems according to approved planning before handing over social housing land funds to the State.

According to information from the Ha Tinh Development Investment Fund, after the Provincial People's Committee approved the adjustment of the investment policy for the social housing project in Tran Phu ward, phase 2, with a total investment of 491 billion VND, the unit is currently implementing the remaining procedures and is expected to start construction before the fourth quarter of 2025. The Fund will closely coordinate with relevant departments to resolve obstacles and create a quality social housing fund to meet the housing needs of the people.
Despite achieving some positive results, the implementation of social housing projects still faces obstacles such as: difficulties in determining investment policies, granting construction permits, land clearance work, lack of methods for determining the selling price of social housing for transitional projects; lack of consensus on allocating land for the construction of worker accommodation in industrial parks;...
In this context, the National Assembly's issuance of Resolution 201/2025/QH15, with its many new mechanisms, is expected to create a major boost for the social housing market. This resolution not only simplifies administrative procedures and establishes a National Housing Fund but also expands the scope of social housing rentals, allowing agencies, businesses, and socio-political organizations to rent housing for their staff and workers. This is considered a significant step forward, opening up a more comprehensive and open legal framework for localities, including Ha Tinh, to accelerate the implementation of social housing development goals.

Mr. Nguyen Quoc Ha, Deputy Director of the Department of Construction, stated: “Based on resolutions and guiding documents, in the coming time, the department will continue to review the housing development program and plan, adjust and supplement the planning accordingly; and study the inclusion of social housing development targets into the 5-year and annual socio-economic development indicators. We will issue a framework for rental prices of social housing, worker accommodation in industrial parks, and a framework for management and operation services of apartment buildings in the province, in line with the local socio-economic reality and people's income. At the same time, we will focus on attracting and promoting investment in social housing projects; and process applications concurrently or integrate procedures to shorten the time required for administrative procedures related to social housing investment.”
