Faced with the pressure of rising commercial housing prices, the development of social housing is an urgent issue to ensure stable housing for low-income people and workers.
Not only does it have immediate social security significance, it is also a long-term strategy that contributes to retaining workers, stabilizing the population and promoting sustainable socio-economic development. Implementing the project "1 million social housing apartments" according to Decision 338/QD-TTg of the Prime Minister, Ha Tinh is assigned the target of completing 3,700 apartments by 2030.

To implement the project, the province has recently established a Steering Committee for Social Housing Development headed by the Chairman of the Provincial People's Committee to strengthen the supervision and inspection of the implementation of social housing development in the area, promptly resolving difficulties and problems during the implementation process. The Department of Construction has advised on adjusting and supplementing the Housing Development Program of Ha Tinh province for the period 2021-2030, ensuring compliance with the socio-economic development orientations and goals according to the Provincial Planning and the national housing development strategy.
In addition, the province also focuses on prioritizing land allocation for social housing construction in projects. According to information from the Department of Construction, up to now, the province has 13 detailed planning projects for commercial housing projects and urban areas with a total area of 784.62 hectares (5 projects have been approved for investment policy; 7 projects are implementing related procedures for investment and construction - PV). Of which, investors have ensured the allocation of 20% of the total residential land area according to regulations to build social housing with an area of nearly 50 hectares.

In industrial parks (IPs) - where many immigrant workers are concentrated, Ha Tinh has instructed the arrangement of land funds to build workers' housing, especially in key projects such as: Bac Thach Ha IP (Thach Ha), Gia Lach expanded IP (Nghi Xuan), Vinhomes Vung Ang IP infrastructure investment project (Ky Anh town)...
The planning and allocation of land funds in these areas not only contributes to the completion of industrial infrastructure but also creates conditions to ensure long-term accommodation for workers. Mr. TVN - a worker in Vung Ang Economic Zone said: "My wife and I work in the same industrial park, our income is low so we still have difficulty finding accommodation. If we are given the opportunity to buy social housing, we are willing to register to stabilize our lives."

In 2025, Ha Tinh aims to complete investment and construction procedures to start construction of 488 social housing units in Tran Phu Ward (Ha Tinh City); at the same time, complete the dossier to submit for approval of the investment policy of the Social Housing Project in Thach Trung Ward (Ha Tinh City) with a scale of 1,500 units and the New Urban Area Project in Ky Trinh Ward (Ky Anh Town), with an expected scale of about 1,200 social housing units.
For these projects, investors are responsible for directly building social housing or investing in a synchronous technical infrastructure system according to the approved planning before handing over the social housing land fund to the State.

According to information from the Ha Tinh Development Investment Fund, after the Provincial People's Committee approved the adjustment of the investment policy for the social housing project in Tran Phu ward, phase 2, with a total investment of VND 491 billion, the unit is implementing the remaining procedures, and is expected to start the project before the fourth quarter of 2025. The Fund will closely coordinate with relevant sectors to remove obstacles, create a quality social housing fund, and meet the housing needs of the people.
Although some positive results have been achieved, the implementation of social housing projects still faces difficulties such as: difficulties in determining investment policies, granting construction permits, site clearance work, lack of methods to determine social housing prices for transitional projects; lack of agreement on land allocation for building worker accommodation in industrial parks;...
In that context, the National Assembly's promulgation of Resolution 201/2025/QH15 with many new mechanisms is expected to create a big boost for the social housing market. This Resolution not only simplifies administrative procedures, establishes the National Housing Fund but also expands the scope of social housing tenants, allowing agencies, enterprises, and socio-political organizations to rent houses for their staff and workers. This is considered an important step forward, opening up a more synchronous and open legal corridor for localities, including Ha Tinh, to accelerate the implementation of social housing development goals.

Mr. Nguyen Quoc Ha - Deputy Director of the Department of Construction said: “Based on resolutions and guiding documents, in the coming time, the Department will continue to review the housing development program and plan, adjust and supplement the planning accordingly; study to include social housing development targets in the system of 5-year and annual socio-economic development targets. Issue a price frame for renting social housing, workers' accommodation in industrial parks and a price frame for apartment management and operation services in the province in accordance with the local socio-economic reality and people's income. At the same time, focus on calling for and promoting investment in social housing projects; carry out parallel processing of records or integrate procedures to shorten the time for implementing administrative procedures on social housing investment”.
