Prime Minister: Tightly manage credit for high-priced real estate projects

The dispatch emphasized that recently, the Government and the Prime Minister have had many timely instructions and solutions to remove difficulties, promote project progress, control the market and rectify land auction work.

However, in some localities, housing and real estate prices are still rising, far beyond the affordability of people. The reasons are identified as a lack of market information, "price inflation", "virtual price creation" and a limited supply of affordable commercial housing.

Therefore, in the Official Letter, the Prime Minister requested that Ministers, Heads of ministerial-level agencies, Government agencies, and Chairmen of People's Committees of provinces and centrally run cities continue to minimize administrative procedures and further strengthen decentralization.

“Research and adjust regulations on land use fees appropriately, not allowing them to cause real estate, housing and land prices to increase far beyond people's income,” the Prime Minister requested.

In addition, it is necessary to focus on, resolutely direct, and urge the promotion of social housing development to exceed the target of 100,000 social housing units in 2025. Strengthen management of the real estate market, business activities, real estate transfers, etc.

The Minister of Agriculture and Environment is assigned to complete legal documents related to the land sector, especially planning, land use plans, land allocation, land lease, land price determination... to remove difficulties and obstacles related to land prices, and submit them to competent authorities for promulgation in October 2025. In particular, strengthen the role of the State in controlling land prices and regulations on land use fee collection to ensure compliance with land law, in accordance with reality, especially people's income.

In addition, urgently complete the national database on land, connect and synchronize with the population database and related specialized databases to contribute to improving the efficiency of providing online public services and state management of land.

The Prime Minister requested research and solutions to strictly manage, appraise and evaluate carefully when granting credit to real estate projects with high product prices or signs of "price inflation" or "price pushing".

Urgently plan and publicize projects, new urban areas, housing projects, especially social housing projects in the area; at the same time, strengthen inspection and supervision of real estate brokerage activities in the area to prevent "spreading rumors" and "disturbing" the market.
