Ha Tinh effectively implements Resolution 19-NQ/TW on "agricultural, rural and agricultural development"

(Baohatinh.vn) - After more than 3 years of implementing Resolution No. 19-NQ/TW, Ha Tinh's agriculture has maintained a fairly high growth rate; production restructuring has shifted in a positive direction; rural people's lives have improved; and the new rural construction movement has achieved comprehensive results.

On the morning of September 24, Deputy Prime Minister Tran Hong Ha chaired an online conference to listen to a report on the Project to evaluate the implementation of Resolution No. 19-NQ/TW dated June 16, 2022 of the Party Central Committee on agriculture , farmers, and rural areas by 2030, with a vision to 2045.

Permanent Vice Chairman of the Provincial People's Committee Nguyen Hong Linh and Director of the Department of Agriculture and Environment Le Ngoc Huan chaired the Ha Tinh bridge.

Resolution No. 19-NQ/TW was issued, inheriting the important achievements of the "Agriculture - Farmers - Rural Areas" development cause of the entire Party and people, setting out consistent orientations and directions on "agriculture - farmers - rural areas" of the Party and State in the period of 2021-2030, with a vision to 2050. Over the past 3 years, the resolution has been implemented synchronously and drastically and achieved many positive results, creating clear changes in the awareness and actions of the political system nationwide.

Thanks to that, agriculture has developed to a new level, continuing to affirm its supporting role in difficult times of the economy; food security is guaranteed. Agricultural products meet the increasingly high standards of large, demanding markets, increasing competitiveness in the world market.

It is expected that by the end of 2025, 14/14 targets will be achieved, ensuring progress according to the 2030 targets set out in the resolution. Of these, 2 targets will be exceeded, 8 targets will be able to be achieved and exceeded, 4 targets will need to be strived for and have breakthrough and effective solutions to achieve the 2030 target.

The GDP growth rate of the agricultural sector will increase by 3.70% in 2022, 3.83% in 2023, 3.27% in 2024; 3.84% in the first 6 months of 2025, and an estimated 4% increase for the whole year of 2025. Exceeding the 2030 target (3%/year).

The growth rate of rural industry and services is estimated to reach an average of 7.5-8.5% per year in the 2022-2025 period and is expected to reach and exceed the target of over 10% by 2030. The rate of communes meeting NTM standards by the end of June 2025 reached 79.3% (6,084/7,669 communes), closely following the target of 80% by 2025.

The rate of communes meeting advanced NTM standards by the end of June 2025 was 2,567 communes, reaching 42.2%, exceeding the 2025 target of 40%. The rate of districts meeting NTM standards by the end of June 2025 was 51% (329/646 districts), exceeding the 2025 target of 50%...

At the conference, delegates from ministries, branches and localities actively discussed, contributed many enthusiastic opinions to the report and made many recommendations and key solutions to effectively implement Resolution No. 19-NQ/TW dated June 16, 2022 of the Party Central Committee on agriculture, farmers and rural areas to 2030, with a vision to 2045.

Speaking at the conference, Permanent Vice Chairman of the Provincial People's Committee Nguyen Hong Linh contributed some key and practical contents to the report summarizing 3 years of implementing Resolution No. 19-NQ/TW.

At the same time, it is recommended that the Government and the Prime Minister promptly approve the national target program on new rural construction and sustainable poverty reduction for the 2026-2030 period, with a vision to 2035, and issue the National Criteria for New Rural Development for the 2026-2030 period. Prioritize resources for program implementation so that localities can effectively organize and implement it.

In Ha Tinh, after more than 3 years of implementing Resolution No. 19-NQ/TW, agriculture, farmers and rural areas in the province continue to achieve many positive results. Agriculture maintains a fairly high growth rate, reaching 2.99% in 2023, 3.8% in 2024, and estimated to reach over 2.79% in the first 6 months of 2025.

Up to now, the whole province has concentrated and accumulated over 13,000 hectares of agricultural land, forming over 300 fields with an area of ​​over 20 hectares/area; stably developing concentrated areas for intensive cultivation of specialty citrus fruit trees reaching nearly 12,000 hectares; many models and chains linked in the direction of VietGap, organic, and circular in the fields and key products with advantages of the province...

Rural people's lives will be improved, with average income per capita in 2024 reaching over 51.5 million VND (41.9 million in 2022); the multidimensional poverty rate will decrease from 3.79% in 2022 to below 2.4%; 100% of rural people will use clean water, of which over 72% will use clean water that meets standards.

By the end of June 2025, Ha Tinh will have 100% of communes meeting NTM standards, 69 communes meeting advanced NTM standards, 18 communes meeting model NTM standards; 12/12 districts meeting standards or completing the task of building NTM; the province will meet 8/8 criteria for a NTM province.

Speaking at the conference, Deputy Prime Minister Tran Hong Ha requested ministries, branches, localities and units to continue promoting and innovating the propaganda work on policies and orientations for agricultural, farmer and rural development to enter the era of "growing, prosperity and wealth of the nation".

Promote breakthroughs in science, technology, innovation and digital transformation in the fields of agriculture and environment. Prioritize investment resources to build synchronous and modern agricultural, rural, natural resources and environmental infrastructure. Build modern, comprehensive, sustainable new rural areas, flexibly adapt to climate change, ensure harmonious development between socio-economic development and environmental protection, preserve landscapes, cultural identity and traditional values.

Deputy Prime Minister Tran Hong Ha also requested ministries, branches, localities and units to implement programs and strategic projects to develop farm economy, collective economy, and production linkages associated with standard raw material areas; taking cooperatives as the core, enterprises as the driving force, farmers and farms as the main subjects. Strongly apply science, technology, digital transformation, and green credit to form sustainable agricultural value chains.

Effectively implement mechanisms and policies to encourage businesses to invest in agriculture and rural areas. Innovate and enhance the role of associations and unions in participating in policy making and market management.
