Speaking at the Hai Duong bridge, Comrade Luu Van Ban, Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Hai Duong Provincial People's Committee affirmed that up to this point, Hai Duong basically has no more problems. The main current difficulty is related to the policy framework according to the provisions of the law on forced land recovery. Because the notification of land recovery for new residential land cases has only been implemented since the end of December 2023, it is not enough time for enforcement according to the provisions of the Land Law (according to regulations, it must be 180 days before enforcement is carried out).
To solve this difficulty, Hai Duong has been directing departments, branches and localities to focus on propaganda and mobilization of people to create consensus. Standing Vice Chairman of the Provincial People's Committee Luu Van Ban requested the Ministry of Industry and Trade to preside over and coordinate with ministries and branches to submit to the Prime Minister to issue a common policy framework for relevant localities.
According to the report of the Department of Industry and Trade, as of April 22, the corridor of the power line still had 4/31 anchors that could not be cleared, a decrease of 7 anchors compared to April 17, including 6 anchors in Thanh Mien district and 1 anchor in Binh Giang district. Currently, all 4 districts of Ninh Giang, Thanh Mien, Gia Loc and Binh Giang still have 1 anchor that cannot be cleared.
Ninh Giang district still has 1 anchoring area in Hung Long commune related to residential land. At this point, 3/12 households have not agreed and have opinions on the compensation price. Binh Giang district still has 1 anchoring area in the conversion area, the district People's Committee has counted and demolished 3/3 households (of which 1 household did not agree to the counting, 1 household did not agree to the compensation plan). Gia Loc district still has 1 anchoring area, the district's Land Clearance Council has completed the inventory of 3/3 households, and is posting it for approval. Thanh Mien district still has 1 anchoring area because 1 household does not agree to the compensation plan.
Regarding construction progress, as of April 22, contractors have simultaneously deployed construction at 74/74 foundation locations, of which 58 locations have completed the concrete part, 16 locations are digging and casting the foundation. Regarding the column part, 11/74 columns are being installed; 27/74 columns have been completed (an increase of 4 columns compared to the reporting period on April 17), continuing to transport and assemble columns to the construction site...
Concluding the meeting, Mr. Nguyen Hong Dien, Minister of Industry and Trade, requested the Ministry of Natural Resources and Environment and the Government Office to coordinate in submitting to the Prime Minister for early approval of the adjustment of the policy framework before April 30 to promptly help localities overcome difficulties in site clearance. Provinces with projects continue to urge and direct agencies and localities to do a good job of propaganda and mobilizing people to hand over the remaining anchorages. Localities direct compensation and site clearance for relevant subjects before April 30; architectural works, houses, and crops located within the safety corridor of the entire power line must be relocated before June 15 to ensure safe power connection on June 30...
