The People's Committee of Hai Duong province has just issued a sociological investigation plan to determine the Administrative Reform Index of departments, branches, sectors and People's Committees of districts, towns and cities; measuring the satisfaction of people and organizations with the services of state administrative agencies in the province.
Hai Duong will conduct a sociological survey to determine the Administrative Reform Index of 18 departments, branches, sectors and 12 district-level People's Committees.
The subjects of the consultation include delegates of the Provincial People's Council, leaders of the Provincial Fatherland Front Committee, leaders of departments, branches and district-level People's Committees, heads of specialized departments and equivalent units of district-level People's Committees, and chairmen of commune-level People's Committees (total of 507 votes).
At the same time, Hai Duong will conduct 2,170 sociological surveys to measure the satisfaction of people, representatives of agencies, organizations and enterprises who have conducted transactions with state administrative agencies (come to work or have performed and received administrative procedure results) of agencies and units during the period from January to the end of November 2024, and are living in the selected survey areas.
Of which, there are 790 evaluation forms for 18 departments, agencies and branches implementing 1-2 fields and administrative procedures with many records generated in the year of each department, agency and branch. See the list of administrative procedures for which evaluation forms were taken.
The remaining are evaluation forms for the People's Committees of 12 districts, towns and cities, including 840 forms: Implemented for all fields and administrative procedures with records arising during the year at the district-level 'one-stop' department and 540 forms at 36 commune-level People's Committees.
Each district-level People's Committee conducts a survey of 3 selected commune-level units, covering 2 areas and administrative procedures with many records arising during the year for each commune-level unit. See the list of surveyed communes.
Hai Duong Provincial People's Committee requested to organize a sociological investigation in December and synthesize, analyze, evaluate, and develop a report on the investigation results to report to the Provincial People's Committee in the first quarter of 2025.
The sociological investigation aims to collect, analyze, and synthesize objective and comprehensive assessment information on the results of administrative reform implementation and to evaluate and determine the 2024 Administrative Reform Index of agencies and units.
In 2023, the Department of Transport was the leading unit in the administrative reform index at the department and branch level of Hai Duong province, the Department of Home Affairs ranked 2nd. In 2022, the 2 departments also ranked 1st and 2nd respectively. The People's Committee of Nam Sach district ranked 1st and also led the district level in the administrative reform index for 2 consecutive years.
